In September 2021, the State Administration for Market Regulation issued the "Guiding Opinions on Further Deepening Reform and Promoting the Inspection and Testing Industry to Be Better and Stronger", proposing to guide the digital transformation and upgrading of the inspection and testing industry and improve the intelligent level of inspection and testing services. It can be seen that the informatization construction and digital transformation of the inspection and testing industry is the only way for industrial development.
One. The concept and difference between informatization and digitalization in the TIC industry
Informatization and digitalization are both development directions of the TIC industry, but there are some differences. TIC industry informatization (informationization) is the electronic business process, which is the application of information technology (IT) to various system links of the industry, which emphasizes the integration and circulation of inspection and testing information. Informatization is concerned with how to better manage, integrate and utilize the information and data generated in the inspection, testing and certification process to optimize processes, support decision-making, and improve the quality of customer service. Digitalization of the TIC industry is the digitization of business information, which is the transformation of inspection data, laboratory test results, inspection reports and processes into digital form, emphasizing the transformation from actual work to digitalization. To put it simply, digitalization is the development of business in the digital world, and its core and essence is to use digital technologies such as big data and cloud computing to achieve business efficiency innovation of enterprises. The difference between the two is that informatization focuses on system construction to manage the information and data generated, usually including the establishment of OA office system, inspection business system, financial management system, customer relationship management system and human resource management system. Digitalization focuses on the transformation of physical businesses and paper entities into digital forms, often including digital information capture and management, electronic signatures, and sensing technologies. Two.
The application status of informatization and digitalization in the TIC industry
1.Application status of information technologyInformatization has changed the business mode and management mode, and the following is the application status of informatization in the TIC industry. (1) Integrated information platform systemAt present, third-party inspection and testing institutions (hereinafter referred to as "institutions") have established a comprehensive information platform system, through which all aspects of the management work can be tracked, coordinated and inspected, including the progress tracking of entrusted projects, customer relationship management, employee task allocation and cost and profit management. At the same time, the agency can also jointly establish a customs information sharing platform and a port information sharing platform, which is conducive to the development and development of the agency's inspection and testing business. (2) **Portal**At present, most of the institutions have set up **portal**. Clients can access the real-time status and results of their commissioned projects through the portal**. The establishment of the portal can also be used to manage customer information and investigate customer needs, which helps to provide personalized services, track customer relationships, and improve customer satisfaction. (3) Electronic management of documentsUsing the network platform and information database, the management files can be electronically archived, which can not only improve the accessibility, sharing and confidentiality of documents, but also help to reduce the risk of loss or damage of documents, and make file management more standardized. (4) Big data management systemThe application of TIC industry informatization also includes the use of big data, the use of big data to summarize inspection data, timely discovery of abnormalities, verification of relevant inspection results, cost and profit and process progress, etc., when the feedback results appear abnormal deviations, the system prompts, which is helpful for enterprise management. At the same time, big data aggregation also helps to find possible problems and development trends, which helps to improve the decision-making level of managers. (5) Employee training and developmentThe application of information technology also includes staff training, the use of information platform, the formulation of relevant development plans, and the concentration of advantages to hire experts in relevant fields to conduct first-class course training or course recording and uploading. Through the ** training courses shared by OA, employees can carry out the group's unified standard chemistry Xi, improve inspection and testing skills, and adapt to the constantly developing new standards and new technologies. 2.The current state of application of digital technologyDigitalization has brought a lot of convenience to the TIC industry, and the following is a brief analysis of the current situation of digital applications. (1) Digital reports and certificatesAt present, the inspection and testing results of many institutions are entered and stored in the form of electronic data, and the digital system can quickly generate electronic certificates using these data, and these electronic certificates can be certified by secure electronic signatures and signatures, and can also generate exclusive electronic certificates that customers can use and inspect at any time, thereby enhancing the service level of the institution and the credibility of the inspection results. (2) The application of digital mobile terminalsMore and more organisations are now setting up mobile apps so that inspectors can record and share inspection data, reports and certificates anytime, anywhere. These mobile apps not only improve the timeliness of data, but also increase the flexibility of work. The widespread use of digital technologies is changing the way industries work, enabling real-time data sharing and collaboration on a global scale. (3) Advanced digital analyticsInstitutions use advanced digital analysis tools to classify and extract inspection data, automatically discover correlations and patterns in data, and can convert complex data into easy-to-understand graphs and charts to help managers better understand and use data to improve decision-making efficiency and level, and help institutions better analyze the operational data of enterprises. (4) Digital remote monitoring and origin traceabilityDigital devices are widely used to monitor processes remotely, and sensors can be used to monitor the health of products. Once the sensor transmits the data to the cloud, it can be analyzed to ensure product status and safety. Institutions use digital technology to track the best chain information of products, including the origin of products, manufacturing processes, transportation routes and delivery records, which is helpful for the development of origin traceability business. (5) Digital laboratoryAt present, institutions have begun to establish digital laboratories to optimize laboratory management and analysis in an all-round way. The core of the digitalization of testing laboratories is the digitalization of the testing process, that is, the digitalization of each process generated from the test results to the top [1], the use of sensor technology and automatic data acquisition equipment to realize the collection of laboratory data, and improve the experimental ability and level of the laboratory.
Three. Problems and challenges faced in the development of informatization and digital technology in the TIC industry
At present, the informatization and digitalization development of the industry is facing the following problems and challenges. 1.Data security and privacyWith the informatization and digitization of a large amount of data, data security and privacy have become the primary concerns. The leakage of relevant information may lead to risks such as business damage, and more resources need to be invested to ensure the security of data, such as the use of encryption technology, access control, and regular security audits. 2.Specification of technical standards and interoperabilityInformatization and digital applications often require interoperability between different systems and tools. The industry needs to work on standards to ensure smooth operation between different systems and tools [2]. 3.Skill improvement and training of personnelInformatization and digital adoption require employees to equip them with new skills and knowledge to adapt to the rapidly evolving work environment, which requires recruiting and training more employees with digital technology knowledge. Organizations need to develop employee training and development plans to ensure that employees are equipped to adapt to digital tools and technologies. 4.Quality and accuracy of dataThe success of digital applications in the industry depends on the quality and accuracy of data. At present, a considerable number of institutions still rely on manual data entry [3], and inaccurate data can lead to erroneous detection results. Institutions need to establish data quality control and verification mechanisms to ensure the accuracy of digitized data. 5.Investments and costsInformatization and digital applications require significant investment, including software development, hardware equipment, security measures, and training costs. For some small and medium-sized institutions, funding can be a limiting factor. Institutions need sustainable capital investment, which can be reduced initially through cooperation and other means. 6.Relevant regulations and complianceThe TIC industry is subject to strict regulations and regulations, and informatization and digital applications must follow various international, domestic and industry standards to ensure compliance. Organizations need to constantly track and adapt to changes in laws and regulations to ensure that their digital applications are compliant and that they can provide reliable compliance checks to their customers. Four.
Wrapping up
Informatization and digitalization are changing the face of the entire TIC industry, not only improving the efficiency and accuracy of inspections, but also enhancing the traceability and security of data, but at the same time, some problems and challenges also need to be taken seriously. In the future, with the continuous development of blockchain, intelligence and automation technology, the TIC industry will continue to adapt to new challenges, meet new opportunities, and achieve sustainable growth and intelligent development. Informatization and digital applications will continue to play a key role in providing more reliable support for global** and product quality assurance.
