The opinions aim to adhere to the development concept of innovation, coordination, green, openness, and sharing, take the high-quality development of computing power to empower high-quality economic development as the main line, give full play to the leading role of national hub nodes, and jointly promote the "Eastern Data and Western Computing" project, form a cross-regional and cross-departmental development synergy, help build a network power and digital China, and build a digital foundation for Chinese-style modernization.
The opinions put forward a series of goals by the end of 2025, including the national hub node area of all kinds of new computing power accounted for more than 60% of the country's new computing power, the utilization rate of national hub node computing resources significantly exceeded the national average, the two-way coordination mechanism of computing power and electricity was initially formed, the proportion of green electricity in the new data center of the national hub node exceeded 80%, and the ease of use of various computing power by users was significantly improved. The cost has been significantly reduced, the network transmission cost between national hub nodes has been greatly reduced, and the key core technologies of the computing power network have basically been safe and reliable.
The opinions start from the integrated layout of general computing power, intelligent computing power and super computing power, the integration and coordination of computing power in the eastern, central and western regions, the integrated application of computing power and data and algorithms, the integration of computing power and green power, and the integration of computing power development and security to promote the construction of a national integrated computing power network with network scheduling, inclusive and easy to use, and green security.
In the next step, the National Development and Reform Commission, the National Data Bureau and relevant departments will strengthen overall coordination, innovate policy incentives, strengthen common technology research and development, and ensure that the goals and tasks are implemented.
