The Ministry of Industry and Information Technology said that the traditional manufacturing industry is the main body of China's manufacturing industry and the foundation of the modern industrial system. Promoting the transformation and upgrading of the traditional manufacturing industry is a strategic choice to actively adapt to and lead a new round of scientific and technological revolution and industrial transformation, an important measure to improve the resilience and safety level of the industrial chain, and an inevitable requirement to promote new industrialization and accelerate the construction of a manufacturing power, which is related to the overall construction of a modern industrial system.

Gong Tianxiao, deputy director of the Institute of Informatization and Industrialization Integration of the Chinese Academy of Information and Communications Technology, said that high-end, intelligent, green and integrated are important directions for the transformation and upgrading of the traditional manufacturing industry. It is necessary to adhere to innovation-driven development, accelerate the empowerment of digital technology, strengthen green and low-carbon development, and promote the integrated development of industries, especially the application of digital technology in traditional manufacturing.

The transformation and upgrading of China's manufacturing industry continues to accelerate. In the first three quarters of 2023, the national investment in technological transformation in the manufacturing industry accounted for nearly 40% of the total manufacturing investment, promoting the transformation and upgrading of traditional industries to high-end, intelligent and green, and also releasing more growth momentum. In the same period, the added value of industrial enterprises above designated size increased by 4% year-on-year. However, at the same time, China's traditional manufacturing industry is still large but not strong, complete but not refined, low-end oversupply and high-end supply are insufficient, innovation ability is not strong, industrial foundation is not strong, resource constraints are tightening, factor costs are rising, consolidating and enhancing competitive advantage is facing greater challenges, it is necessary to accelerate the promotion of quality change, efficiency change, power change, to achieve transformation and upgrading.

The Opinions put forward that by 2027, the penetration rate of digital R&D and design tools and the numerical control rate of key processes in industrial enterprises will exceed that of each other, the industrial energy intensity and carbon dioxide emission intensity will continue to decline, the water consumption of 10,000 yuan of industrial added value will decrease by about 13% compared with 2023, and the comprehensive utilization rate of bulk industrial solid waste will exceed 57%.

Promote intelligent manufacturing in an all-round way.

In order to achieve the above goals, the "Opinions" put forward 18 measures from five aspects: adhering to innovation-driven development, accelerating the middle and high end of the value chain, accelerating the empowerment of digital technology, comprehensively promoting intelligent manufacturing, strengthening green and low-carbon development, in-depth implementation of energy-saving and carbon-reduction transformation, promoting industrial integration and mutual promotion, accelerating the cultivation of new business forms and new models, increasing policy support, and creating a good development environment.

The "Opinions" put forward that we should adhere to innovation-driven development and accelerate the move towards the middle and high end of the value chain. Accelerate the promotion and application of advanced and applicable technologies, continue to optimize the industrial structure, in-depth implementation of the industrial base reengineering project, and strive to increase varieties, improve quality and create brands. Support the traditional manufacturing industry to deepen the subdivision, incubate new technologies, open up new tracks, and cultivate new industries. We will continue to consolidate the achievements of "de-capacity", eliminate backward production capacity in accordance with laws and regulations, and resolutely curb the blind launch of high-energy-consuming, high-emission and low-level projects.

In terms of intelligence, the "Opinions" make it clear that we will accelerate the empowerment of digital technology and comprehensively promote intelligent manufacturing. Vigorously promote the intelligent transformation of enterprises, digital transformation and network connection, promote the networked coordination of the industrial chain, and promote the overall transformation and upgrading of industrial parks and clusters. Accelerate the deep integration of information technologies such as artificial intelligence, big data, cloud computing, 5G, and the Internet of Things with the whole process and all elements of manufacturing.

Green and low-carbon is also an important direction for the transformation and upgrading of the traditional manufacturing industry. The "Opinions" proposes to implement carbon peak actions in key areas, improve green manufacturing and service systems, promote efficient recycling of resources, and strengthen the intrinsic safety of key industries.

Xu Jianwei, a researcher at the Institute of Industrial Economics and Technological Economics of the China Academy of Macroeconomics, said that the manufacturing industry is the main body of energy conservation and carbon reduction, and is also an important part of the entire green and low-carbon circular economy system, which can not only provide innovation and consumption application scenarios for the development of new energy, but also provide technical equipment support for energy conservation, carbon reduction and pollution control, and provide green and low-carbon products for high-quality life.
