According to statistics, China's existing marine aquaculture area of 31.11 million acres, aquaculture sea has become 1.8 billion acres of cultivated land, to the ocean to ask for heat, protein, expand food supply of important resources, known as the "blue granary". As an emerging industry, deep-sea aquaculture is also a complex system engineering, involving aquaculture production, equipment construction, ecological and environmental protection, scientific and technological innovation, inspection and registration, safe production, sea management and other aspects.
The report of the 20th National Congress of the Communist Party of China proposed to establish a big food concept, build a diversified food supply system, accelerate the green transformation of the development mode, and promote the conservation and intensive utilization of various resources.
However, in recent years, with the development of marine aquaculture industry, the scale of aquaculture sea has been expanding, and there are problems in coastal areas to varying degrees, such as unreasonable layout of aquaculture sea, poor connection between sea area use management and aquaculture production management, inadequate remediation of illegal aquaculture sea, non-standard clearance of nearshore aquaculture, and lack of protection of the legitimate rights and interests of aquaculture producers.
To this end, the notice requires that the scale and layout of the sea for aquaculture be scientifically determined. When compiling special land and space planning such as coastal zones, coastal areas should delineate additional breeding areas according to the planning and zoning determined by the overall land and space plan, combined with the planning of aquaculture waters and tidal flats, scientifically determine the scale of aquaculture sea, stabilize the healthy aquaculture area of seawater, expand the deep-water and far-shore fishable sea areas, optimize the layout of aquaculture sea, and provide space guarantee for increasing the supply of marine aquaculture products. Appropriately control the scale of aquaculture in important bays, estuaries, and coastal sea areas of coastal cities. Each region should demarcate a certain range of fishermen's traditional aquaculture areas according to the status of sea resources, the current situation of aquaculture and the number of fishermen, so as to ensure the livelihood of traditional fishermen.
At the same time, it is necessary to classify and control the new aquaculture sea. The new aquaculture sea must obtain the real estate property certificate and aquaculture certificate in accordance with laws and regulations, determine the long-term and stable use period, and the period, subject and scope specified in the "two certificates" are basically the same. Strictly control the scale of new sea reclamation for aquaculture, do not occupy natural coastlines and ecological protection red lines, and effectively strengthen the protection of typical ecosystems such as mangroves. Actively support the use of the sea for deep-sea aquaculture and the sea for marine ranching. Encourage the implementation of market-oriented transfer of sea area use rights for new commercial aquaculture seas.
In addition, the existing aquaculture sea should be disposed of prudently. The notice requires that, in combination with the actual situation of various regions, actively promote the issuance of the "two certificates", in principle, by the end of 2025, the "two certificates" should be issued, and effectively safeguard the ownership of national sea areas and the legitimate rights and interests of all kinds of aquaculture users. For aquaculture seas located within the ecological protection red line and not in accordance with the control policy, and there is no legal and compliant real estate right certificate or right certificate, aquaculture certificate outside the ecological protection red line and does not comply with the relevant spatial planning, the aquaculture sea shall be gradually and orderly withdrawn in accordance with the requirements, except for marine ranches that have been put into artificial reefs;Aquaculture activities that comply with control policies are allowed within the ecological protection red line without expanding the existing scale of aquaculture. "Sporty" and "one-size-fits-all" measures must not be adopted for the removal work.
At the same time, the circular also requires that the approval and transfer of aquaculture sea should be fully standardized, and ecological aquaculture should be actively promoted. All localities should actively guide the units and individuals engaged in aquaculture to promote the ecological use of the sea, encourage the use of new materials and new processes in production to upgrade breeding facilities, and promote the ecological and healthy breeding model. Promote the upgrading of offshore aquaculture, encourage the development of multi-level comprehensive aquaculture, make full use of the three-dimensional space of seawater, actively promote the application of ecological and environmental protection cages and floats, and reduce marine plastic waste pollution.
