At the end of 1937, under the leadership of Secretary Shen Dongping, the Special Committee of the Communist Party of China in Eastern Henan successively held more than 40 anti-Japanese training courses in Xihua "Sangang" and other places, training more than 4,400 anti-Japanese backbones, and laying a solid foundation for the establishment of an anti-Japanese revolutionary team.

In May of the same year, in accordance with the instructions of the Provincial Party Committee, the Special Committee of the Communist Party of China in Eastern Henan decided: There are people in the county who will contribute forcefully. Young people between the ages of 18 and 30 should be mobilized to join the army, and Communist Party members and students of the anti-training class should take the lead in joining the army. Within a few days, Xihua County set up a 3,000-gun anti-enemy self-defense regiment.

Hu Xiaochu sent someone to invite him to the district, Xiao anti-Japanese righteousness, mobilized donations to resist Japan, "Xu Er Mazi" understood the righteousness, and quickly made 2,000 sets of military uniforms, more than 2,000 cotton clothes, and bought nearly 50,000 rounds of ammunition to donate together.

Hu Xiaochu said: You give money and grain to support the anti-Japanese resistance, and I will sell you something. Liu Pingsheng thought to himself: You sell and I buy, this is business, it doesn't matter if he resists Japan or not. However, the Hu family's things must be valuable, and the price may be higher, but it can also be regarded as making friends.

Hu Xiaochu saw that the time was ripe, so he said loudly: Okay, I will sell you the Shousheng Temple Pagoda of Changshe Store (now the north of Changshe Village, Haogang Town, Shangshui County) to you. You have paid all the anti-Japanese food. Don't forget that the tower is broken, you have to fix it. When Liu Pingsheng heard this, he knew that he had been deceived, but he did not dare to repent, so he had to obediently pay the amount of food and payment.

Thanks to the unremitting efforts of Hu Xiaochu and other comrades of the Special Committee, a month later, the self-defense regiment was expanded to 6,000 guns and renamed the Xihua People's Anti-Japanese Self-Defense Army. With 2 mortars, 15 light and heavy machine guns, more than 3,400 rifles, more than 800 pistols, more than 90 military horses, as well as grenades and earthen artillery, it has become an anti-Japanese armed force with strong combat effectiveness under the leadership of the party.
