As a volunteer of "Benefiting the Public", I deeply feel the important contribution of public interest litigation to the protection of the Yangtze River in the vivid practice of assisting in case handling, such as participating in public hearings and follow-up visits. Ezhou is located on the side of the Yangtze River, and the water of the "Hundred Lakes" meanders and eventually joins the Yangtze River. In recent years, illegal sewage discharge, a large number of floating debris on the surface of the lake in the city, and piles of garbage in the Yangtze River basin have occurred from time to time. In this regard, the procuratorate has carried out a series of special supervision work on environmental protection and pollution control public interest litigation such as "Yangtze River Protection" and "Guarding the People's Better Life", and joined hands with relevant functional departments to take effective measures to promote the city's ecological environmental protection and pollution control to take a big step forward, and contribute to the bluer sky and greener water in Ezhou

I sincerely admire the contribution of the procuratorate to the protection of the city's ecological environment and resources, and I also realize that as a member of society, I should assume more social responsibilities and obligations. My name is Zhou Zhifei, and I am a volunteer who is a teacher and a member of the Chinese People's Political Consultative Conference. I would like to take this opportunity to share my feelings about participating in the Prosecutorial Hearings.
Last year, I had the honor to be a hearing officer of the Ezhou City Procuratorate, and so far, I have participated in two hearings in the case. As a prosecutor for the first time, I don't have a deep understanding of the role of this role. It was not until after the completion of the first procuratorial hearing, combined with the process of the procuratorial organ's review and handling of the case, that I began to have a deeper feeling. What impressed me was a case of failure to perform the duties of pesticide packaging waste disposal in accordance with the law. In the process of participating in the hearing, the procurator's explanation of the law and reasoning made me realize that the procuratorial hearing officer system is not a "vase" to decorate the façade of "supervision", but an effective way for the people's representatives to participate in the procuratorial case.
Hearings are a great responsibility. As a volunteer of "Benefiting the Public", you need to listen to the statements and evidence of all parties in accordance with the law and impartially in the hearing, and ensure the fairness and fairness of the hearing process. This requires us to have profound legal knowledge and adjudication literacy, and to be able to deal with various situations and disputes calmly and objectively. Hearings require patience and meticulousness. During the hearing, it is necessary to listen carefully to the statements and opinions of each party, and the investigation and verification of evidence also need to be meticulous. Patience and meticulousness are essential requirements for hearings and help us better understand the facts and truth of the case. Hearings bring a sense of accomplishment. On September 18 this year, the Suixian County Procuratorate received a clue from the volunteers of "Benefiting the Public", saying that there was cage fishing in the Huaihe National Wetland Park in Suizhou. After contacting volunteers to conduct field investigations, it was found that there was indeed the phenomenon of cage fishing in the main stream of the Huaihe River, which was set up in the main stream of the Huaihe River near the Huaihe Forestry Management Station, across the jurisdiction of Henan and Hubei, and harmed the public interests of the two places.
Subsequently, the public interest litigation prosecutor of the county procuratorate formulated and issued procuratorial suggestions to the relevant departments, and promptly transferred clues to the Tongbai County Procuratorate of Henan Province, and the two places jointly carried out the clean-up work of the Huaihe River to jointly protect the ecological safety of the Huaihe River Basin. Up to now, the relevant departments have cleaned up and destroyed more than 100 sets of fishing equipment such as ground cages.
Suixian County Procuratorate adheres to the core of "procuratorial public interest litigation to protect people's better life", continuously improves the public interest litigation assistance and coordination system, uses the "Benefiting the Public" procuratorial cloud platform to attract volunteers, and timely promotes and effectively solves the public welfare damage problems in various fields such as environmental pollution, ecological damage, and food safety that occur around the volunteers, and calls on volunteers to give full play to social forces, actively participate in hearings, provide professional advice, Assess the effectiveness of case handling, and guide the public to participate in procuratorial public interest litigation in a broad, orderly, and effective manner.
Up to now, the Suixian County Procuratorate has recruited 54 volunteers for "Benefiting the Public", and has received a total of 41 volunteer clues, involving ecological environment and resource protection, safe production, food and drug safety and other fields, and the volunteer service has achieved remarkable results. In the next step, the Suixian County Procuratorate will continue to do a good job in volunteer work, continuously broaden the horizon of public interest litigation, better play the positive role of volunteer service in social governance, and help the society to co-build, co-govern and share.
