The 29th ICAO Assembly, held in September 1992, resolved to designate 7 December as "International Civil Aviation Day" starting in 1994, the 50th anniversary of the signing of the Chicago Convention.

The main objective of the International Civil Aviation Day is to create and enhance worldwide awareness of the importance of international civil aviation in the social and economic development of States, while emphasizing the role of ICAO in promoting the safety, efficiency and regularity of international air transport.

According to the relevant person in charge of the Air Traffic Management Industry Management Office of the Civil Aviation Administration, the Civil Aviation Administration of China officially submitted an application for the Beidou system to join the ICAO standard at the 37th General Assembly of the Civil Aviation Organization in 2010, and jointly organized relevant industry-university-research units with the China Satellite Navigation System Management Office to systematically promote the relevant work. After the review by the ICAO Technical Expert Group, the Air Navigation Commission and the Council, the BeiDou System Standards and Recommended Measures were successfully promoted to be added to the ICAO standards.
