The opening to traffic this time is the West Line Baotong Road. Previously, the eastern line of Baodao Road had been opened at the end of November. In 2001, the construction of S4 Shanghai-Jin Expressway is one of the first batch of radioactive highways built in Shanghai, and it is also an important part of the Shanghai regional high-speed trunk highway "one ring, thirteen shots, one vertical and one horizontal, and multi-linked", starting from the S20 Shanghai Outer Ring Expressway Xinzhuang hub in the north, to Fengxian District and Jinshan District in the south, leading to Zhejiang Province, and is an important transportation corridor through Minhang District. However, due to the fact that it is built as a ground-level closed road, there are too many broken roads, resulting in poor east-west communication.
The current situation of S4 Hujin Expressway (Chunshen Road - Jindu Road) east-west road is only through Chunshen Road and Jindu Road, and Yindu Road and Meizhou Road are cut off by S4 Expressway. Yindu Road is cut off as the main arterial road of the cross-river, and the east-west traffic needs to be detoured about 5 kilometers north via Chunshen Road or about 3 kilometers south via Jindu Road8 km.

The project is implemented in three phases:
Phase 1:New roads will be built on both sides of the existing expressway.
