On June 9, ** received a report from the financial staff of a hospital, saying that when the hospital conducted an internal audit of the financial bills, it was found that the financial data of the hospitalization deposit account was abnormal, and after a comprehensive investigation and comparison of 8 charging personnel and 7 financial personnel, it was determined that the perpetrator was Wu, a newly retired toll collector.
After Wu arrived at the case, he confessed to the facts of his crime. According to Wu's confession, she entered the hospital in 1995 and was arranged to work as a toll collector in the finance department. Her family's financial conditions were good, and there was no pressure on her life at that time. In 2014, online money management became popular, and after being recommended by a friend, she started investing online, and she did make some money at first. After tasting the sweetness, she gradually increased her investment, and in order to obtain more income, she not only invested all her savings into it, but also borrowed hundreds of thousands of yuan from relatives and friends.
Seeing that the invested funds were all lost, Wu remembered to stop it, but it was too late. At this time, Wu was already in debt, and people often came to the door every once in a while to ask for accounts, because the pressure of repaying the debt was too great, she started to think crookedly and decided to "make a fuss" about the patient's hospitalization deposit.
Uncover management gaps
Secretly replace the hospital collection code with your own
Mr. Wu is very clear about the financial management system and charging process of the hospital. Under normal circumstances, when the patient is hospitalized, he needs to pay a deposit ranging from 500 yuan to 3,000 yuan in advance. The hospital finance has to calculate the income and expenditure accounts when settling every day, and the toll collector needs to submit payments, statements, bills, etc. to the finance department.
There seemed to be no problems with this system, but Wu found a loophole in the management of the hospital's financial system. Patients prepay the hospitalization deposit at the charging window, the charging documents are retained by the window, the charging window and the financial use of two independent systems, the financial system can not directly view the patient hospitalization deposit account received by the charging window every day, the specific accounts have been subject to the charging window, and the financial personnel are difficult to find the problem if they do not carefully check the number of the charging documents. As a result, Wu took advantage of this loophole to hand over a small part of the patient's prepaid deposit received every day to the treasury, and kept the rest as his own, and took the patient's hospitalization deposit bill home to destroy.
At the beginning, Wu planned to wait for the salary to be paid and then slowly make up for it, but found that his behavior had not been discovered, so he became more and more emboldened, secretly replaced the hospital collection code with his own collection code, and soon paid off all the foreign debts borrowed from relatives and friends, but she did not stop there.
*It was found that from June 1, 2020 to June 8, 2023, Wu took advantage of his position as a hospital toll collector to illegally take possession of the hospitalization deposit and outpatient expenses paid by the patient by hiding and destroying the inpatient prepayment fee (deposit) receipts, replacing the hospital collection code with a personal WeChat collection code, etc., to repay personal debts and daily expenses. During this period, Wu collected a total of 1,747 prepayments (deposits) from patients, amounting to 359020,000 yuan;In fact, 702 transactions were handed over to the financial department of the hospital, with an amount of 132310,000 yuan;1,045 transactions were not handed over, and the amount of embezzlement was as high as more than 2.26 million yuan.

Until the beginning of June, when Wu retired, the hospital found an abnormality when conducting an internal audit of Wu's retirement, and the hospital immediately called the police to deal with it because of the huge amount of money involved.
On June 9, the public security organs searched Wu's home for some of the patient's hospitalization deposit receipts that could not be destroyed in the future. Wu was summoned to the public security organ, just nine days after her official retirement.
In the beginning, I planned to wait for the salary to be paid and then make up for it, so I kept the patient deposit receipt at an early stage. Wu said frankly, "But gradually I became obsessed, and I thought that the hospital would never find out, so I dared to take risks ......."”
After the case was completed, the Zhangwan District Procuratorate issued a procuratorial recommendation to the hospital in response to the loopholes in the hospital's financial system, internal supervision, and system implementation. At present, the hospital has carried out comprehensive rectification in terms of updating the financial system, rebuilding the financial risk prevention and control mechanism, and strengthening the training of financial personnel.
