As a deputy to the National People's Congress, the "2023 Rule of Law Figure", and the part-time deputy director of the Rights and Interests Department of the All-China Women's Federation, Fang Yan has long paid attention to the protection of women's rights and interests, and practiced the rule of law with "love" and "mission". On the occasion of the eighth anniversary of the Standing Committee of the National People's Congress deliberating and passing the Anti-Domestic Violence Law, Fang Yan accepted an exclusive interview with a reporter from China Women's Daily.

It has been eight years since the promulgation of the "Anti-Domestic Violence Law of the People's Republic of China", and in the process of implementation, the ** Working Committee on Women and Children, the All-China Women's Federation and other relevant departments have established a linkage and cooperation mechanism

Combating domestic violence is a systematic project that requires the coordination of multiple departments. Since the promulgation and implementation of the Anti-Domestic Violence Law, all localities have been exploring working mechanisms for the prevention and resolution of marital and family disputes and the fight against domestic violence. On August 28, Comrade Huang Xiaowei, deputy director and director of the Office of the ** Women and Children's Working Committee, was entrusted to make a report on the anti-domestic violence work to the plenary session of the Standing Committee of the National People's Congress. In Comrade Huang Xiaowei's report, we are pleased to see that the anti-domestic violence work has been included in the planning outline, policy guidance has been strengthened, joint consultations have been strengthened, and multi-departmental linkage mechanisms have been established in various localities according to local conditions, opening up all links of "prior prevention, in-process intervention, and post-event relief", creating a variety of grassroots linkage models such as "public security + civil affairs + women's federation" and "court + public security + community", exploring and providing "one-stop" services, and effectively improving the quality and efficiency of work. What do you think are the changes in the public's awareness and attitude towards anti-domestic violence since the implementation of the Anti-Domestic Violence Law?

As a lawyer and president of the Shaanxi Women Lawyers Association, I have been actively involved in the popularization of the law against domestic violence. Our members of the "Women's Law Association" have carried out lectures on the rule of law throughout the province, and have organized nearly 1,000 lectures on the "Six Advances" in popularizing the law, and anti-domestic violence propaganda is an important content. In the past eight years, the mainstream has been widely publicized, multi-departmental joint propaganda and education, typical cases provide guidance, and the whole society has come together to declare the country's "zero tolerance" attitude towards domestic violence. In the work of popularizing the law, I deeply feel that everyone's awareness of anti-domestic violence has gradually improved, the awareness of self-protection of victims of domestic violence has been strengthened, the channels for anti-domestic violence assistance have become smoother, and the number of personal injury crimes involving domestic violence has been declining. Concepts such as "domestic violence is illegal", "domestic violence is not a family matter", and "everyone is responsible for combating domestic violence" are deeply rooted in the hearts of the people.

What should women do if they experience domestic violence, and what are the ways to defend their rights?

If you encounter domestic violence, women should first do their best to ensure the personal safety of themselves and their children. If your life is in danger, shout for help or look for an opportunity to call the police**. It is requested that the public security organs issue a written warning or give an administrative punishment to the perpetrator, and at the same time pay attention to collecting evidence, go to the nearest hospital for diagnosis and treatment as soon as possible, and record the injuries. From 2022 to June 2023, a total of 38,759 women in distress due to cases were rescued and 4 judicial aid funds were distributed500 million yuan, with women victims of domestic violence as the key targets of assistance. From 2016 to 2022, women's federations accepted complaints of domestic violence through channels such as 12338 Women's Rights Protection Public Service**25More than 20,000 cases were carried out, providing legal consultation, psychological counseling and other services to women and children victims. Women who have suffered domestic violence can seek help from their local women's federation or call the 12338 rights protection service** for assistance. They may also apply to the people's courts for a personal safety protection order to isolate the perpetrator and prevent domestic violence from escalating and aggravating. Since 2016, the people's courts at all levels have issued a total of personal safety protection orders1More than 50,000 copies.

In your opinion, what needs to be further improved and improved in the fight against domestic violence?

I suggest that all departments can conduct more investigations, more research, and more pilots, explore clear and feasible multi-agency cooperative handling processes for domestic violence cases, formulate standardized and unified domestic violence warning templates, and improve the structure of the anti-domestic violence law to give full play to its legal effectiveness. Persons with disabilities and other key groups should use a variety of forms of repeated publicity to further help victims of domestic violence clarify the channels for discovering and reporting domestic violence, the rescue services available, and the methods for collecting evidence, so as to increase their ability to help themselves. In addition, the fight against domestic violence should also form social co-governance, and give full play to the unique role of social organizations and professional forces in innovating grassroots anti-domestic violence methods.

The implementation of the Anti-Domestic Violence Law is a manifestation of the progress of social civilization and an important progress in China's human rights cause. We must conscientiously implement the important proposition of the general secretary on promoting gender equality and the all-round development of women, practice the global civilization initiative, have zero tolerance for domestic violence, and the pace of anti-domestic violence must not be relaxed for a moment, implement anti-domestic violence laws and regulations, establish and improve the policy system for domestic violence protection, and protect and realize the legitimate rights and interests of women and children. Anti-domestic violence work carries the people's yearning for a better life, is the common responsibility of the whole society, and is also my duty and mission as a deputy to the National People's Congress.
