The party constitution stipulates how to set up party groups

Before we understand how to set up a party group, let's understand what a party group is. As the name suggests, the party group is an integral part of the party branch, and it is an organizational form that manages party members under the leadership of the party branch, not a first-level organization of the party. The party group mainly implements the work requirements of the party branch and completes the tasks arranged by the party branch.

We carefully checked the Constitution of the Communist Party of China and found that there was no method or requirement for the establishment of Party groups. However, we can refer to Article 13 of the Regulations on the Work of the Branch of the Communist Party of China (Trial), which came into force on October 28, 2018, and made clear requirements for the establishment of Party groups

Article 13: Party branches with a relatively large number of Party members, or where Party members' places of work or residence are relatively scattered, shall be divided into several Party groups and set up a Party group leader in accordance with the principle of facilitating the organization and carrying out activities. The leader of the Party group is designated by the Party branch, and may also be recommended by the Party members of the Party group to which they belong.

The party group mainly implements the work requirements of the party branch and completes the tasks arranged by the party branch.

The Party group meeting is generally held once a month to organize Party members to participate in political study, heart-to-heart talks, criticism and self-criticism.

In addition to the regulations, on April 22, 2019, the Working Committee of ** and State Organs issued the "** and the Work Rules of the Party Group of State Organs (Trial)" for your reference:

Article 1According to the number of party members and the needs of work, the party group is scientifically set up. Party branches with 20 or more Party members shall generally be divided into a number of Party groups;Where the number of Party members is less than 20, Party groups may be divided according to the needs of work. Each party group shall have no less than 3 members, of which at least 1 is a full party member.

Article 2The establishment, adjustment, and revocation of Party groups shall be decided by the Party branch and reported to the higher-level Party organization for the record.

Where there is a change in the setup of Party branches or the work situation, corresponding adjustments may be made to the setup of Party groups as needed.
