To build a platform for the development of industry-leading talents and dredge the circulation channels of industry-university-research talents, Guangzhou has continuously optimized the business environment, especially the introduction of preferential policies, attracting more overseas students to come to innovate and start businesses.
As an important platform for national-level talent recruitment, over the past 20 years, the fair has attracted more than 50,000 high-level talents from more than 140 countries and regions around the world to participate in the fair, successfully building a bridge of interconnection, intercommunication and integration between talents and domestic demand units, and providing a strong talent guarantee for Guangzhou to achieve high-quality development.
At the same time, the establishment of a number of incubation institutions, R&D institutions and service institutions in line with international standards is another important function of the Maritime Trade Fair in addition to the introduction of talents and projects.
For example, in 1998, after the end of the first "Overseas Trade Fair" (Guangzhou Science and Technology Exchange Conference for Chinese Overseas Students), the Shenzhen International Students Pioneer Park was immediately planned and established, and successfully incubated a number of well-known teams in the industry such as Langke. At the opening ceremony of this year's Maritime Trade Fair, 6 talents from the world's top universities such as the University of London, the University of Manchester, and the University of Munich in Germany, as the first batch of representatives of overseas students, were stationed in the "STEM Doctoral Talent Station of Overseas High-level Universities". (STEM: science, technology, engineering, mathematics).
Established by the Guangdong-Hong Kong-Macao Greater Bay Area Overseas Innovation Resource Service Alliance, the "Overseas High-level University STEM Doctoral Talent Station" focuses on overseas talents (including foreign doctoral talents majoring in STEM majors who have graduated or studied in the world's top 200 domestic universities) who are willing to innovate and start businesses in the Guangdong-Hong Kong-Macao Greater Bay Area. Relevant personnel who intern or continue to engage in postdoctoral research work. By providing them with "one-stop" services, we strive to create the "first stop" for overseas young scientific and technological talents to return to China.
Overseas talents can receive up to 6 months of supporting support during their stay in the station, including rent and transportation, basic insurance, internship support, entrepreneurship support, etc. The station will also provide inbound talents with a full chain of professional services such as government services, policy guidance, investigation and research, legal consultation, and cultural exchanges, so as to accurately meet the needs of talents.
It is worth mentioning that at the Maritime Trade Fair, the national comprehensive service platform for overseas students built by the Service Center for Overseas Study of the Ministry of Education was officially released. The platform is aimed at international students and related institutions, and can provide 8 services, including "foreign academic degree certification", "public assignment service", "study abroad archive", "employment registration", "safe study abroad training", "foreign (overseas) certification institution inquiry", "employment service for overseas talents" and "innovation and entrepreneurship service for overseas students".

In 2006, after receiving a doctorate from the Royal Academy of Medicine of Navarra, Spain, Yang Guanghua saw the opportunity and decided to return to China to start his own business, and founded Bio Biotech the following year. In 2009, Yang Guanghua led the team to win the first prize at the 4th "Chunhui Cup" Innovation and Entrepreneurship Competition for Chinese Overseas Students (referred to as the "Chunhui Cup" competition).
The day before the opening of this year's Maritime Trade Fair, the 18th "Chunhui Cup" Competition Exchange Conference and Shortlisted Project Award Ceremony was also held in Guangzhou, and Yang Guanghua was invited to be the guest of sharing. Looking at the energetic entrepreneurs in the audience, he seemed to see himself who had just started to embark on the road of entrepreneurship more than ten years ago.
In Yang Guanghua's view, such a competition is not only an entrepreneurship competition, but also an entrepreneurship classroom, which can provide many opportunities for entrepreneurs, especially start-up teams, to connect with resources. Xia Jianhui, deputy director of the Service Center for Overseas Study of the Ministry of Education, said that the "Chunhui Cup" competition, as the first innovation and entrepreneurship competition for overseas students, has been successfully held for 18 consecutive sessions since 2006, and 4,059 outstanding innovation and entrepreneurship projects for overseas students have been selected from more than 40 countries and regions in 13 overseas divisions, attracting a large number of overseas students to return to China for innovation and entrepreneurship. The Service Center for Scholarly Study of the Ministry of Education is actively exploring and is committed to building the "Chunhui Cup" competition into a high-quality brand carrier that efficiently connects the supply and demand channels of domestic and foreign talents.
It is understood that this year's "Chunhui Cup" competition received a total of 537 projects from 36 countries and regions to sign up for the competition, and a total of 282 shortlisted projects were produced through expert review and other links. During the fair, more than 200 overseas students from 26 countries and regions returned to China to participate in a series of activities such as awards, roadshows and docking of the "Chunhui Cup" competition. In 2023, the three major route docking activities of the "'Chunhui Cup' Award-winning Project Talent Docking Month" will be launched at the same time, starting from Guangzhou, and the representatives of the shortlisted projects of this competition will be organized to go to Zhuhai, Shenzhen, Suzhou, Wuxi, Hangzhou, Ningbo, Weihai, Shanghai, Beijing, Xiong'an New Area and other places for on-the-spot investigation and docking, so as to help overseas students understand the domestic talent policy and innovation and entrepreneurship environment more comprehensively and intuitively, and promote the shortlisted projects to return to China as soon as possible for development.

Representatives of 66 award-winning projects of the 18th "Chunhui Cup" Innovation and Entrepreneurship Competition also participated in the on-site activities.
