Chen Zhaoxiong said that the scale of China's data industry has increased significantly, and in 2022, the scale of China's big data industry will reach 157 trillion yuan, a year-on-year increase of 18%, becoming an important force to promote the development of the digital economy. The vitality of innovation and development has been continuously activated, and the number of invention patents authorized in core fields such as artificial intelligence and big data has reached 3350,000 pieces, ranking among the top in the world;The number of domestic digital business enterprises has increased tenfold in the past ten years, and now it has exceeded 1 million, and the quality and efficiency have been continuously improved. China has built the world's largest optical fiber network, with a total mileage of nearly 60 million kilometers, and built more than 321 5G base stations50,000, ranking second in the world in terms of total computing power, laying a solid foundation for China's digital economy to continue to become stronger, better and bigger.
Jiang Mingtao, deputy director of the Information Technology Development Department of the Ministry of Industry and Information Technology, said that data governance is the basic work of data value.
Strengthen policy guidance. Participated in the compilation of the "20 Data Articles", promoted the issuance of the "14th Five-Year Plan for the Development of Big Data Industry", and organized and carried out actions to improve data governance capabilities.
Drive technological innovation. To carry out the demonstration of the development of the big data industry, 813 typical projects have been selected in 4 batches to lead the innovation and application of big data technology. Support the construction of the product master data standard ecosystem, explore the industrial data space, and promote the high-quality aggregation and convenient circulation of data.
Optimize the industrial ecology. The "Work Plan for the Implementation of National Standards for Enterprise Data Management" has been promulgated, 14 regions and 10 industries have been selected to carry out pilot projects, and more than 2,000 national standards institutions for data management have been promoted. Carry out the construction of the chief data officer system of enterprises, and accelerate the exploration of new mechanisms for data-based management and decision-making.
The report closely follows the actual data development in China, and puts forward the "ecological model of sustainable data development" from the concept of sustainability, innovation, ecology and theoretical basic research. The model adheres to the principle of people-oriented, with data elementalization as the main line, data innovation and application as the purpose, data element circulation as the key, data resource construction as the foundation, data infrastructure as the support, and data governance and security as the guarantee, in order to promote the realization of a data development pattern of sufficient supply, efficient circulation, innovative application, security and compliance.
Based on the "Ecological Model of Sustainable Data Development" and following the principles of objectivity, orientation and effectiveness, the report constructs China's local data development index (DDI), which includes 5 first-level indicators and 16 second-level indicators of data innovation and application, data element circulation, data resource construction, data infrastructure, data governance and security. Based on the evaluation index system, the report comprehensively gives the data development index of 31 provincial-level local governments across the country.
According to the report, China's local data development ecology is still in its infancy, and presents a gradient development pattern of "east-central-west". First, the "wild goose array effect" has gradually become a prairie fire, the level of data innovation and application has been steadily improved, the circulation system of data elements has been gradually improved, the establishment of data resource system has been accelerated, the construction of data infrastructure has been accelerated, and the data governance and security system has been initially formed. Beijing, Zhejiang, Shanghai, Shandong, Guangdong, and Jiangsu have given full play to their own advantages, taken the lead in experimentation, and created many advanced experiences that can be replicated and promoted, becoming leaders in data development and innovation in the country.
The report found that, first, the level of data innovation and application in various places has steadily improved. Second, data development is positively correlated with the level of local economy. Third, the efficiency of data circulation is positively correlated with the level of data infrastructure construction. Fourth, the development of data is mainly driven by first-class policies. Fifth, the structural contradiction between data supply and demand is prominent.
In view of the current outstanding problems of unbalanced and insufficient local data development, as well as the multiple challenges and dilemmas faced, the report optimizes the mechanism, keeps the bottom line, and improves the ability of data governance and security assuranceStabilize the layout, focus on tackling key problems, and strengthen the supporting role of data infrastructure;Build a system, strengthen collaboration, and optimize the supply level of data resourcesGrasp the key, cultivate the ecology, and improve the efficiency of the circulation of data elements;Policy suggestions were put forward in five aspects, including strengthening purpose and people-oriented, and promoting the innovative application of data.
China's data governance has achieved positive results, with the continuous enrichment of data management talents and the continuous improvement of enterprise data use capabilities, but there is still a large gap compared with the needs of digital development on the whole, and the data foundation is still not solid enough. At the same time, new formats and models such as large models represented by ChatGPT are emerging rapidly, and the driving role of data elements in productivity is constantly demonstrated.

Promote the coordination and cooperation of various entities in the industry, promote the deep integration of the new generation of information technology and data governance, lead the flow of materials, talents, technologies and funds with data flow, break down "information barriers", break "data silos", release "data value", accelerate the transformation of basic data resource advantages into new advantages in economic development, and provide strong support for promoting high-quality development.
Jiang Mingtao put forward three suggestions for further data governance. He said that it is necessary to strengthen the guidance of standards and do a good job in the implementation of DCMM standards. Data management is the basic work of data utilization, and DCMM is an effective tool to promote the improvement of data management capabilities. It is hoped that enterprises and institutions will continue to improve their ability to use data based on DCMM. All localities should include improving enterprises' data management capabilities in their work priorities, explore various forms of incentive mechanisms, and support enterprises in carrying out standard implementation.
Promote talent development and deepen the exploration of chief data officers. Jiang Mingtao said that data governance professionals are the foundation of digital productivity. It is hoped that everyone will actively set up the position of chief data officer, accelerate the construction of a data-based decision-making and analysis system, and give full play to the value potential of data elements. The Ministry of Industry and Information Technology (MIIT) is working with relevant departments to study and formulate the Guidelines for the Construction of the Chief Data Officer System for Enterprises, guiding the development of core standards and other supporting standards.
Jiang Mingtao said that it is necessary to strengthen the convergence of resources and cultivate the ecology of the data industry. The big data industry has become the most dynamic and growth potential industry at present.
