Project Overview:Sinopec Hunan Petrochemical Co., Ltd. plans to invest 356800 million yuan, in Hunan Yueyang Green Chemical High-tech Industrial Development Zone Changling Area and Baling Area to build a 1 million tons of ethylene refining integration and refining supporting transformation project. According to the approval of the project (Xiangfa Gaigong No. 2023 No. 616), the main construction content of the project includes two parts: (1) the 1 million tons of ethylene refining and chemical integration in the Yueyang area of Sinopec (hereinafter referred to as the "ethylene project"), and 2) the 1 million yuan ethylene integration (oil refining supporting transformation) part of Sinopec Yueyang area (hereinafter referred to as the "refining supporting transformation project").
The main construction content of the ethylene project includes:A total of 1 million tons of ethylene plants and 14 sets of downstream chemical plants were built, and 10 sets of chemical plants were newly built in Changling New Area for the main project, including 1 million tons of ethylene plants, 500,000 tons of pyrolysis gasoline hydrogenation units, 300,000 tons of aromatics extraction units, 300,000 tons of aromatics benzene production units, 150,000 tons of butadiene extraction units, 20,000 tons of styrene extraction units, 300,000 tons of EVA units, 400,000 tons of high-density polyethylene (HDPE) units, and 400,000 tons Annual linear low-density polyethylene (LLDPE) plant, 10 40,000 tons per year MTBE butene-1 plant;Four sets of plants are arranged in the old area of Baling, including a 150,000-ton annual carbon five (C5) separation unit, a 300,000-ton annual propylene oxide (CHPPO) unit, a 22 130,000-ton-per-year phenol acetone plant, and a 240,000-ton-per-year bisphenol A unit, which are based on the existing epoxy resin and synthetic rubber units of the original Baling Petrochemical. Construction of necessary storage and transportation projects, public works and auxiliary facilities.
The main construction contents of the oil refining supporting transformation project include:A new 3 million tonne-per-year hydrocracking unit, a 60,000-ton-per-year sulfur ** unit, and a 1 million tonne-per-year solvent deasphalting unit will be built, and the 2 atmospheric and vacuum units will be transformed to 10 million tonnes per year, and a set of 3.5 million tonnes per annum oil refining unit will be phased out and withdrawn from the former Changling Refining & Chemical Co., Ltd. and the former Baling Petrochemical Co., Ltd. After the transformation, the existing processing capacity of 2 million tons per year in Baling Petrochemical Area has been integrated into Changling Refining and Chemical Area, and the processing capacity of Changling Refining and Chemical Area has been transformed from 8 million tons per year to 10 million tons per year.
