Forty-five years ago today, on December 22, 1978, the communiqué of the Third Plenary Session of the 11th Central Committee of the Communist Party of China was adopted, officially opening the prelude to China's reform and opening up.
This year marks the 45th anniversary of China's reform and opening up and the 10th anniversary of the Third Plenary Session of the 18th Central Committee of the Communist Party of China. The Third Plenary Session of the 18th Central Committee of the Communist Party of China held in November 2013 adopted the "Decision of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform". Since then, China's reform and opening up has embarked on a new journey of "deepening reform and expanding opening up".
In the new era and new journey, he led the helm of China's reform and opening up, profoundly pointed out that "reform and opening up is a key move to determine the fate of contemporary China", and repeatedly made important declarations that "the pace of reform will not stagnate, and the door of opening up will only open wider and wider". The 20th National Congress of the Communist Party of China (CPC) once again made a major strategic plan for comprehensively deepening reform and opening up, calling for adhering to the direction of socialist market economy reform and high-level opening up.
China's comprehensive deepening reform is more pragmatic. Let the market play a decisive role in the allocation of resources, fully implement the negative list system for market access, continue to optimize the market-oriented, law-based, and international business environment, accelerate the construction of a unified national market, and reform "decentralization, decentralization, and service". A series of theoretical innovations and practical explorations have opened a high-quality development cycle for China's economy and played a role as a "locomotive" and "stabilizer" for global economic growth. In the past 10 years, China's total economic output has accounted for 12 percent of the world economy3% rises to 185%, contributing more than 30% to world economic growth, and the sense of gain, happiness and security of the Chinese people is more substantial.
China's opening up has become more proactive. China will unswervingly promote high-level opening-up, coordinate the construction of the Pilot Free Zone and the Hainan Free Port, promote facilitation reforms, accelerate innovative development, and steadily promote institutional opening-up in terms of rules, regulations, management and standards. We will solidly promote the high-quality development of the Belt and Road Initiative, build an international public good and international cooperation platform that is popular in the world today, and provide "Chinese solutions" for promoting the building of a community with a shared future for mankind. We will expand the global network of high-standard free zones, implement the Regional Comprehensive Economic Partnership (RCEP) with high quality, actively join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement, and take the initiative to align with high-standard economic and trade rulesBuild a high-level platform system, hold the CIIE, the CIFTIS, the Consumer Expo, and the Chain Expo to connect China and the world.
China's determination to expand high-level opening-up is unwavering, and the vitality of opening up is bursting with vigor day by day. China has maintained its position as the largest country in goods for six consecutive years, and is a major partner of more than 120 economies, attracting foreign capital and foreign investment in the forefront of the world. The Belt and Road Initiative (BRI) has unleashed strong economic growth momentum and broad inclusive dividends through infrastructure connectivity. According to the World Bank, by 2030, the Belt and Road Initiative will lift 7.6 million people out of extreme poverty and 32 million out of moderate poverty. The regular first-class exhibition brings together exhibitors from all over the world, attracting more than 200 Fortune 500 companies and industry leading enterprises to participate in the exhibition, and the number of business cooperation agreements signed is increasing, bringing huge opportunities for the development of global enterprises. China promotes inclusive development through openness, promotes mutual benefit and win-win results through cooperation, and creates a better future through sharing, steadily improving the quality of openness, opening up new space for global development.
With the profound changes in the international and domestic situation, the superposition of the pandemic of the century and the changes in a century, the world has entered a new period of turbulence and change, the global economy is facing the risk of long-term low growth, unilateralism, protectionism and hegemonism are on the rise, the uncertainty of the external environment is increasing, the foreseeable and unforeseeable risks of the world have increased significantly, and China's reform and opening up is also facing many tests. The early dividends of reform and opening up have been fully released, and China's economy still has many problems such as insufficient effective demand and weak social expectations.
China's reform and opening up has never been smooth sailing, and looking back at the 45-year history of reform and opening up, this is not the first time that such "problems in progress and growing pains" have appeared. The history of reform and opening up is a history of constantly dealing with complex contradictions and problems. However, risks and challenges often go hand in hand with strategic opportunities, and the Chinese people are well aware of this.
China's determination to reform and open up is unwavering, and a new situation of China's reform and opening up has taken shape, and it will continue to inject strong impetus into the realization of Chinese-style modernization and continue to inject Chinese strength into global development.
