This not only means that the whole of Ukraine will be designated as a safe zone, and Ukraine will have nowhere to escape, but as long as the Russian border areas or security zones are attacked by force, then the firepower must come from the countries surrounding Ukraine. This means not only that these countries are taking military action against Russia, but that NATO is going to declare war on Russia.
