Interview with Duan Wenlong, the second-level chief prosecutor, Secretary of the Party Leadership Group and Procurator General of the Henan Provincial Procuratorate.

Reporter:At the seminar for chief procurators, Procurator General Ying Yong stressed that it is necessary to persist in focusing on politics and the rule of law, and organically combine stressing politics with governance. How do you understand the relationship between politics and business?
Duan Wenlong:Prosecutor General Ying Yong's speech pointed out the direction for us to promote the modernization of procuratorial work in the new era and new journey, and to do a solid and integrated political and operational work. In order to implement this requirement, I understand that it is necessary to properly handle the relationship between politics and business. As political organs, legal supervision organs, and judicial organs under the party's absolute leadership, procuratorial organs stress politics and grasp professional work in an integrated manner.
First, we should not grasp business in isolation from politics, nor can we stress politics in isolation from business. At the special meeting held by the Henan Provincial Procuratorate on the implementation of the spirit of the seminar for chief procurators, the party group of the provincial procuratorate emphasized the correct handling of the relationship between politics and business, and asked the procuratorial organs of the province to strengthen the consciousness of "looking at everything from a political point of view" first in combination with the theme education, and be good at looking at problems, making decisions, and handling cases from a political perspective and from the perspective of the overall situation, from a historical perspective and a development perspective. Consciously put the work in the overall situation to think and position, jump out of the procuratorate to look at the procuratorate, stand in the overall situation to look at the procuratorate, correctly grasp the strategic considerations and political considerations behind the important decisions and major deployments of the superiors, enhance the consciousness of action, focus on the key points, and pay close attention to implementation.
At the same time, stressing politics is also concrete and practical, and it should be embodied in the whole process of supervising and handling cases, and implementing it in all aspects of procuratorial practice. For example, we have established a political supervision system around the implementation of the decisions and deployments of the Supreme People's Procuratorate and the Provincial Party Committee, highlighting political attributes, closely following the procuratorial business, and striving to rectify problems such as temperature differences and deviations in the political construction of courts at all levels. Since the beginning of this year, we have carried out political supervision in two rounds of six prefecture-level procuratorates. In the investigation of the problems posed, we insist on the integration of rectification and reform, aiming to solve the stubborn disease of "the problem is below, and the root is above".
Reporter:In April this year, the Supreme People's Procuratorate and the Ministry of Water Resources jointly organized the first National Strategic Procuratorial Forum on Service Guarantee for the Yellow River in Zhengzhou. In terms of serving and ensuring the ecological environment and high-quality development of the Yellow River Basin, the Henan Provincial Procuratorate has always been at the forefront. In the next step, in terms of serving and guaranteeing the national strategy of the Yellow River, what are the plans of the Henan Provincial Procuratorate?
Duan Wenlong:In recent years, under the leadership of the Supreme People's Procuratorate, the procuratorial organs of Henan Province have given full play to their own advantages, based on the procuratorial function of public interest litigation, and promoted the procuratorial organs and river chief's offices along the Yellow River to jointly carry out the activity of "working together to clean up the four chaos and protect the mother river", and explored the establishment of a new model of "river chief + procurator general" to govern the river according to law, and achieved certain results, demonstrating the positive actions of the Henan Provincial Procuratorate in serving and ensuring the major national strategy of ecological protection and high-quality development of the Yellow River Basin.
In the next step, we will further firmly establish the concept of "lucid waters and lush mountains are invaluable assets", practice the idea of the rule of law and the idea of ecological civilization, and continue to optimize the "administrative + procuratorial" rule of law escort work model with stronger political consciousness, rule of law consciousness, and procuratorial consciousness, focusing on the national strategy of the Yellow River and the ecological and environmental protection issues that the masses are concerned about, and continue to strengthen the "river chief + procurator general" system. Reporter:Henan is a large agricultural province, serving the rural revitalization strategy and ensuring food security
Duan Wenlong:The general secretary repeatedly stressed that food security is "the great power of the country", arable land is the lifeblood of grain production, and stressed that "the rice bowl of the Chinese must be firmly held in their hands at all times." Keeping in mind the major political responsibility of national food security shouldered by the major agricultural province and the largest grain province, the procuratorial organs of Henan Province have made overall plans for agriculture-related procuratorial work based on their procuratorial functions and focusing on cultivated land protection, food security, and rural grassroots social governance. In practice, we have implemented the "four ones" work model of agriculture-related procuratorate, that is, to study and issue an opinion on strengthening agriculture-related procuratorial work, establish a set of working mechanisms, carry out a series of special supervision activities for agriculture-related procuratorates, and handle a number of typical cases of agriculture-related procuratorates. For example, this year, we focused on the major decision-making and deployment of the Provincial Party Committee on accelerating the construction of a strong agricultural province, and researched and issued the "Opinions of the Henan Provincial People's Procuratorate on Strengthening Agriculture-related Procuratorial Services to Guarantee the Construction of a Strong Agricultural Province", strengthening agriculture-related procuratorial work in all aspects, serving and guaranteeing the construction of a strong agricultural province, and helping the modernization of agriculture and rural areas. Focusing on the provincial party committee's major strategy of "Central Plains Agricultural Valley", guide relevant municipal-level procuratorial organs to formulate and introduce specific service safeguard measures to provide more and better judicial safeguards. In addition, we focus on the most direct and practical issues that the peasant masses are most concerned about, and handle cases involving peasants' livelihood with high quality and efficiency. For example, organize and carry out a series of special supervision activities related to agriculture-related procuratorates, such as public interest litigation on food security, support for prosecution of migrant workers' wages, and crackdown on fake and inferior agricultural materials, severely punish pit farmers and harm farmers, and help grassroots governance and rural revitalization. In the first 10 months of this year, the Henan Provincial Procuratorate handled a total of 379 administrative non-litigation enforcement supervision cases in the field of land law enforcement and investigation, helping migrant workers to obtain wages of more than 2,200 yuan.
In the next step, we will conscientiously implement the deployment requirements of the provincial party committee, focus on the construction of a strong agricultural province, give full play to the procuratorial function, protect the "granary of the Central Plains" with high-quality and efficient judicial case handling, and contribute more procuratorial strength to the modernization of agriculture and rural areas.

Duan Wenlong:Quality is the life of a case, and only by "handling every case with high quality and efficiency" can the people feel, feel, and feel fairness and justice. This is the foundation and support for promoting the high quality of procuratorial work and realizing modernization. Since the beginning of this year, the Henan Provincial Procuratorate has put forward the work goal of "striving for advanced and creating first-class" around "high quality and efficiency", and vigorously implemented the "two major strategies" of Henan Inspection brand strategy and procuratorial big data strategy, and the "three major projects" of quality and efficiency engineering, iron army engineering and 100 hospital improvement projects. In particular, the quality and efficiency project is the basis for us to implement the principle of "handling every case with high quality and efficiency".
I understand high quality and efficiency as the all-round high quality and efficiency of procuratorial work based on judicial case handling. For example, we have strengthened the construction of the inspection committee, which is a specific starting point for promoting quality and efficiency projects. Since the beginning of this year, the party group of the provincial procuratorate has positioned the functions of the quasi-procuratorial committee, starting from improving quality and efficiency, and has successively issued a series of institutional mechanisms such as the guiding opinions on further strengthening the construction of the procuratorial committee, the normative guidelines for the preparation of case review reports and case reporting work of the procuratorial committee, and the interim measures for the consultation and evaluation of the procuratorial committee's issues, standardizing the operation of the procuratorial committee and the process of bill deliberation, focusing on highlighting the functions of political science Xi, business research, and guidance to subordinates, so as to better play the role of the procuratorial committee in setting directions, setting priorities, and Set standards and the core role of business decision-making, and use the "high quality and efficiency" of the operation of the procuratorial committee to drive the quality and efficiency of the judicial level and supervision ability of the procuratorial organs in the province. For example, in terms of highlighting business research and guidance, we insist on paying equal attention to deliberations and proposals, establish a system of collective study and Xi by the procuratorial committee, and strengthen the study and Xi of newly promulgated laws and regulations, judicial interpretations, frontier issues of procuratorial theory, the latest judicial developments, guiding cases of the Supreme People's Procuratorate, and typical cases, so as to enhance the ability of procuratorial committee members to study new issues and new situations. For another example, in terms of improving the quality and efficiency of the procuratorial committee's proposals, we have improved the consultation and evaluation procedures for the procuratorial committee's issues, and before all cases are submitted to the procuratorial committee's meeting, the case consultation and evaluation team composed of procuratorial backbones conducts substantive review, research and demonstration, and puts forward reference opinions, which is equivalent to an additional review and gatekeeping procedure, which not only improves efficiency, but also ensures the quality of cases.
High quality and efficiency should also be felt by the people. Since the beginning of this year, focusing on strengthening the liaison work of deputies, the party group of the provincial procuratorate has studied and promulgated the "two regulations and one method" ("Implementation Measures for the Liaison Work of People's Congress Deputies (Trial)", "Regulations on Handling the Suggestions, Criticisms and Opinions of Provincial People's Congress Deputies and Proposals of Provincial CPPCC Members (Trial)", "Provisions on Handling Cases Transferred by National and Provincial People's Congress Deputies (Trial)") Since August this year, I and my team members have led a team to visit people's congress deputies on the spot by means of door-to-door visits, discussions and exchanges. CPPCC members report on procuratorial work to deputies and members and local people's congress standing committees, and listen to opinions and suggestions. In the next step, we will make further efforts to make precise contact, daily contact, attentive contact, and effective contact, and regard accepting the supervision of the people's congress in accordance with the law and strengthening the liaison work of deputies as an important way for procuratorial organs to adhere to the people-centered approach and practice whole-process people's democracy, and as an important way to strengthen and improve procuratorial work.
