On December 29, 2023, the seventh meeting of the Standing Committee of the 14th National People's Congress concluded in Beijing, and it was decided to remove Tang Dengjie from the post of Minister of Civil Affairs, appoint Lu Zhiyuan as Minister of Civil Affairs, remove Hu Heping from the post of Minister of Culture and Tourism, and appoint Sun Yeli as Minister of Culture and Tourism.
The two newly appointed ministers are all related to Shandong, of which Lu Zhiyuan previously served as deputy secretary of the Shandong Provincial Party Committee and secretary of the Qingdao Municipal Party Committee, while Sun Yeli is a native of Anqiu, Shandong.
On October 31, the official website of the Ministry of Civil Affairs updated the leadership information, and Lu Zhiyuan was appointed as the secretary of the party group of the Ministry of Civil Affairs.
According to the official resume, Lu Zhiyuan, male, Han nationality, born in August 1964, is from Suide County, Shaanxi Province. He joined the Communist Party of China in November 1987 and started working in August 1988, with a master's degree, a doctorate in economics, and an accountant.
In his early years, Lu Zhiyuan has been living, studying and working in Shaanxi Province, and has accumulated rich financial experience. In 1984, Lu Zhiyuan entered the Department of Finance of Shaanxi University of Finance and Economics, majoring in finance, and after graduation, he taught at Yan'an School of Finance and Economics in Shaanxi Province, and then transferred to the Xi'an Municipal Finance Bureau, where Lu Zhiyuan served for nearly 10 years, and when he left in July 2002, he had become the deputy director of the Xi'an Municipal Finance Bureau.
After leaving the Finance Bureau, Lu Zhiyuan began to govern the party. Since July 2002, he has successively served as the head of Yanliang District and the secretary of the District Party Committee of Xi'an City, and the secretary of the Baqiao District Party Committee of Xi'an City. In June 2010, Lu Zhiyuan returned to his hometown of Yulin, and after serving as the deputy secretary of the Yulin Municipal Party Committee for two years, he successively served as acting mayor and mayor.
In June 2015, Lu Zhiyuan left Yulin and was transferred to the secretary of the Weinan Municipal Party Committee, and was later promoted to the vice governor of Shaanxi Province in January 2018 and promoted to the vice ministerial level.

In September 2021, Lu Zhiyuan served as a member of the Standing Committee of the Shandong Provincial Party Committee and Secretary of the Qingdao Municipal Party Committee, and was later elected as the deputy secretary of the Provincial Party Committee at the first plenary session of the 12th Shandong Provincial Committee of the Communist Party of China held in June 2022.

According to the official resume, Sun Yeli, male, Han nationality, born in December 1964, is a native of Anqiu, Shandong, and a member of the middle school. He holds a master's degree in history from Peking University, and is an editor and researcher.
In September 1981, Sun Yeli entered the Department of History of Peking University and obtained a bachelor's degree, and continued to study for a master's degree in September 1985.
In July 1988, after graduating from Peking University, Sun Yeli joined the ** Literature Research Office, and successively served as the deputy secretary-general of the ** Literature Research Office and the editor-in-chief of the "Party Literature", the member of the ** Literature Research Office and the director of the Fifth Editorial Research Department, the member of the ** Literature Research Office and the director of the Sixth Editorial Research Department, and the deputy director of the ** Literature Research Office.
In March 2018, Sun Yeli was appointed as the vice president of the ** Party History and Literature Research Institute. In January 2021, he served as the deputy director of the Propaganda Department, and later served as the director of the Information Office.
