In rural areas, NCMS is one of the most important guarantees for farmers, but in recent years, there has been a phenomenon of "coldness", and farmers' enthusiasm for NCMS has gradually faded. The reasons behind this are very complex, and after interviewing some old farmers, they came up with three reasons. First of all, farmers' incomes have grown slowly, and the NCMS policy has not been reduced. For many farmers with low incomes, the payment of NCMS has become a big burden. Especially for those families who have been impoverished due to illness and returned to poverty due to illness, the payment of NCMS has undoubtedly increased their financial burden. Therefore, after considering the family's financial situation, they chose to forgo the contributions. Second, farmers' awareness of NCMS is not high, especially in some remote areas.
Despite the vigorous promotion of NCMS, farmers' understanding of NCMS is still limited, and they are not aware of the specific policies of NCMS and do not know how to enjoy the benefits of NCMS. As a result, they have misunderstood NCMS, believing that NCMS is a kind of "chicken rib" that cannot solve their practical problems and requires them to bear certain costs. Finally, farmers' trust in NCMS is insufficient. This is because in the past period, there have been some problems in NCMS, such as difficult and slow reimbursement, which have seriously affected farmers' trust in NCMS. They argue that since the merger doesn't help them substantially, why should they continue to pay for it?
In the face of these problems, blaming the peasants for being irrational is not the solution to the problem, but we should find a solution in terms of systems and policies. First of all, the payment standard of NCMS should be appropriately lowered to reduce the economic burden of farmers. Secondly, we should increase the publicity of NCMS to improve farmers' awareness and understanding. Finally, the operation mechanism of NCMS should be improved to increase farmers' trust in NCMS. NCMS is not only a policy, but also a responsibility, which requires the joint efforts of all sectors of society to make farmers feel warmth and care. Farmers are the cornerstone of the country, and they should pay attention to the problem of "cold" payment of NCMS.
