Beijing, 25 Dec (Xinhua) -- The draft Emergency Response Management Law was submitted to the Standing Committee of the National People's Congress (NPC) for second deliberation on 25 December. The second review draft clarifies the matters and information that should be included in early warning and alerts, and provides for the establishment and improvement of early warning release platforms and channels for rapid dissemination of early warning information.

The second review draft of the draft stipulates that the issuance of an alert shall clarify the type, level, start time, possible scope of impact, warning matters, measures to be taken, issuing unit, and release time. The state is to establish and complete platforms for the release of early warnings for emergencies, and promptly and accurately release early warning information to the public in accordance with relevant provisions. Radio, television, newspapers and periodicals, as well as network service providers and telecommunications operators, shall, in accordance with relevant state provisions, establish channels for the rapid release of early warning information, and broadcast or publish emergency warning information in a timely, accurate, and free manner. In public places and other crowded places, special personnel shall be designated to be responsible for receiving and disseminating early warning information.

The second review draft of the draft adds provisions on the establishment of a regional coordinated response mechanism. If an emergency involves two or more administrative regions, the people** at the next higher level in the relevant administrative regions are jointly responsible, or the people** at the next higher level in the relevant administrative regions are jointly responsible. Jointly responsible people** shall establish mechanisms for information sharing and coordination in accordance with relevant state provisions.
