Article 30 of the Constitution of the Communist Party of China: Based on the needs of work and the number of Party members, and with the approval of the higher-level Party organization, the Party's basic-level organizations shall establish the Party's basic-level committees and general branch committees
Branch committees. The grass-roots committees are elected by the Party congress or congress, and the general branch committees and branch committees are elected by the Party Congress.
Article 4 of the Regulations on the Work of Party Branches of the Communist Party of China (Provisional) The number of Party members in Party branches is generally not more than 50.
Article 6 of the Regulations of the Communist Party of China on the Work of Basic-level Organizations of Party and State Organs: Where there are more than 50 but less than 100 Party members, a general Party branch committee shall be established. Where there are less than 50 Party members, a general Party branch committee may also be established with the approval of the higher-level Party organization due to work needs. The general branch committee of the Party is elected by the Party Congress, and the term of office is generally three years.
Article 4 of the Regulations of the Communist Party of China on the Work of Grass-roots Organizations in State-owned Enterprises (Provisional) Where the number of Party members is 50 or more but less than 100, the General Party Branch Committee (hereinafter referred to as the General Party Branch) shall be established. Where the number of Party members is less than 50 and it is truly necessary for work, a general Party branch may also be established with the approval of the Party organization at the level above.
Since the regulations clearly stipulate that if the number of Party members is less than 50 and it is really necessary for work, a general Party branch may also be established with the approval of the Party organization at a higher level. So can it be understood that the number of party members in a party branch is close to 50, and considering various factors, with the approval of the higher-level party committee, the general party branch was established, but at the same time there is no party branch. Is this normal?Obviously, this is not normal.
On the one hand, the Regulations on the Work of Party Branches of the Communist Party of China (for Trial Implementation) clearly stipulate that any party branch shall be established if there are more than three formal party members. That is to say, it is because there are more than 3 formal party members, and the party branch is established first, and then the general party branch is established with the approval of the higher-level party organization because of the consideration of work needs and the number of party members.
On the other hand, in accordance with the requirements of the Constitution of the Communist Party of China and the Regulations on the Work of Party Branches of the Communist Party of China (for Trial Implementation), the Party branch is the basic organization of the Party, the basic unit of the Party organization to carry out its work, the fighting fortress of the Party in the grassroots organizations of society, and the foundation of all the work and combat effectiveness of the Party. If the general party branch does not have a party branch, how to implement a series of specific work responsibilities such as the development of party members?
To sum up, the general party branch should have at least two party branches, and the situation that the general party branch does not have a party branch does not meet the requirements.
