Foreword: According to the data recently released by the National Bureau of Statistics, China's total grain output will reach 1,390.8 billion catties in 2023, an increase of 177 percent over the previous year600 million catties, with a growth rate of 13%, the annual grain output hit a record high, and the national grain output has been stable at 1 for 9 consecutive yearsMore than 3 trillion catties.
In Lao Qiao's view, it is a good thing that grain output has been rising steadily for many years, but the problems involved cannot be ignored.
The traditional concept of "food security" may no longer be suitable for our current development concept, and the implementation of the concept of "big food" is in line with the development concept of our times.
In the traditional concept of "food security", grain is the staple food, that is, the three major grains of rice, wheat and corn are the mainstay. In the past concept of "food security", ensuring the planting area of the three major cereals has become the mainstream consciousness, and under this mainstream consciousness, many of our problems are becoming prominent:
1. Downplaying the diversity of food
In the new era, we have changed from the pursuit of "eating enough" in the past to the pursuit of "eating well" now, and in this case, the idea of simply taking the output and reserves of staple grains as the main "food security" is bound to change.
In order to protect staple grains, we have adopted a policy of prioritizing the use of cultivated land, and basic farmland can only be used for the cultivation of the "three major grains", and the area of cash crops, vegetables, melons and fruits other than the three major grains has been greatly reduced. At present, the negative effects of such measures are not obvious, but in the long run, they will inevitably be disadvantageous.
For example, in recent years, there have been different degrees of "green storage disputes" in various places, experts often use "food security" as a reason to block the behavior of farmers to play green reserves, and farmers believe that farming does not make money, and raising cattle and sheep is also to create food, but also to increase land income, why not?
The above is the collision between the traditional "food security concept" and the "big food concept" in the new era, which seems to be not difficult to judge, but we just don't want to admit it.
2. It has reduced the income of farmers
In the process of collecting wind at the grassroots level in rural areas, Lao Qiao generally encountered such a problem: Many peasants have plans to plant cash crops, Chinese medicinal materials, and agricultural and sideline products, but they cannot plant permanent basic farmland, which makes many villagers very distressed.
Some people say that ordinary farmland can be used for planting, but it is obvious that since the end of the "three adjustments", the so-called "ordinary farmland" has basically disappeared in many areas, and even a lot of wasteland has become basic farmland in the past. This is because we occupied too much farmland during the stage of rapid economic development, which led many local departments to irresponsibly turn a lot of land that was not originally part of basic farmland into basic farmland in order to fulfill the cultivated land quota during the "three adjustments" period.
The data is good, the quality of basic farmland has been discounted, the amount of general arable land has also been discounted, and many rural areas even have no general arable land, and ordinary people can only grow vegetables and fruits in front of and behind their houses.
It is already the consensus of the rural people that they do not make money by growing grain, but if there is no land for growing cash crops, the peasants' incomes will drop sharply.
Under the new situation, the "big food concept" is to diversify the concept of "grain", change the past "full" to the present "eat well", and change the past staple food to the current diversified food.
According to the theory of "big food concept", the wheat seedlings of farmers feed cattle and sheep and other livestock, realizing the transformation of basic food into high-grade foodFarmers not only grow grain, but also grain and oil crops, thus realizing the diversification of grainAnd farmers grow cash crops, vegetables and fruits to increase income, but also further improve our food**, why not?
In Lao Qiao's view, many of us are entangled in the production and storage of staple foods, which stems from the sense of crisis in the consciousness of the Chinese people, which is caused by the food suffering we have suffered in history. Looking at the present, it is our main task at the present stage to realize the diversification, efficiency, industrialization, and science and technology of the agricultural industry, to increase farmers' incomes, and to promote the development of rural agriculture.
The development of rural agriculture must inevitably be accompanied by an increase in peasants' incomes, otherwise, everything will be empty talk.
The reason why Lao Qiao repeats this topic again is a kind of negation of the sense of crisis caused by food shortages in the impression of many of our countrymen. As I said earlier, the food crisis we have caused in the past cannot and will not exist, and we need not dwell too much on this issue.
Whether it is the country's grain production and reserves, it is enough for our daily needs, and there is also an important point, that is, "storing grain for the people". Some people say that the people in the rural areas no longer have grain in stock, so how can they "store grain for the people"?
Lao Qiao told you that the peasants' grain went to **, they went to the grain processing factories in every village and village town, the peasants did not hide the grain, but transported the grain to these sites, and used the grain stored here to exchange for flour, noodles and other food, the grain is still there, but it has changed places, who is still in the countryside now as in the past to line up to grind flour?
Therefore, whether it is at the national level or at the non-governmental level, if it is calculated purely in terms of staple food, it is enough for us to use.
From the above analysis, we can conclude that it is imperative to abandon the traditional "food security concept" and move towards the concept of "big food".
1. Rationally adjust the priority of cultivated land use
The priority of cultivated land use is the fundamental guarantee to ensure that the staple grains of the three major grains are the mainstay, and it cannot be denied, but it is also not possible to cling to the past, especially in some areas with geographical landmarks of agricultural and sideline products, and it is even more necessary to moderately relax the restrictions on the types of basic farmland planting, so that peasants can increase their incomes and let these local economies that are dominated by agricultural products develop.
2. Protect farmers' enthusiasm for diversified planting and confidence in relying on agriculture to increase income
As mentioned above, in many areas, there is no longer general arable land, so farmers can not increase their income by planting staple grains, and in the long run, this is a non-virtuous circle, which can be adjusted in a timely manner on the basis of ensuring the output of local staple grains, so that farmers have the possibility of planting cash crops and generating income through agriculture.
3. Change the concept and not consider "food security" with simple "staple food security".
This requires all local departments to thoroughly implement the "big food concept" and thoroughly implement the concept of ensuring the diversity and abundance of food.
Taking the above example as an example, the green reserves of wheat and corn planted by farmers can be moderately beaten, which is not a waste, but a transformation of low-grade food into high-grade food. Qingchu fed cattle and sheep, isn't it also food output?
