The "Measures" innovatively proposes a variety of revitalization and utilization methods such as advance registration transfer, temporary use, idle land, and "equivalent replacement", and further revitalizes the land by market-oriented means and operates the land with a market-oriented model, so that the land can be revitalized and transferred. At the same time, the "sword" of the approved but unsupplied land and idle land is clearly implemented, and the new construction land is suspended for approval for districts and parks that have not completed the stock task, so as to force the disposal of the stock construction land from the source.
In order to further improve the urban functional structure and improve the quality of urban development, the "Measures" propose to optimize the management and control of urban renewal units. Under certain conditions, the control of land use nature, building height, floor area ratio, spacing, green space, etc. can be appropriately relaxed, and the renovated non-independent public welfare community facilities may not be included in the plot ratio of the area.
In terms of development and operation, the city will scientifically and accurately delineate comprehensive areas, encourage centralized development, and introduce social capital through the concept of "benefit sharing and risk sharing", so as to achieve a win-win situation for all parties and maximize the overall performance of the project.
