Construction waste and ownerless waste in the community have always been a difficult problem for community governance. Xiangqian Community is an old community, with a total of 1,236 households, and there are many households for decoration, and there is also a lot of construction waste generated by it. During a visit to the community by the staff of the neighborhood committee, some residents reported that there was an open-air temporary construction garbage dumping point next to Building 35, which occupied a large area, had a poor environment, and had a large odor. This not only seriously affects the overall image of the community, but also causes distress to the lives of residents in nearby residential buildings.

Diversified participation to determine the "micro-transformation" plan
The party branch launched the "Building 35 Construction Garbage Tank Room Renovation" project, actively explored the governance model of "party building leading, pluralistic co-governance", and set up a special leading group under this condition.
Subsequently, the working group entrusted Pengpu Property Company to obtain the land planning map of the relevant plot from the relevant departments, and clarified that the vacant land behind Building 35 was owned by Xiangqian Community, Lane 3332, Changzhong Road.
After confirming that the vacant land belongs to the community, the general party branch will take the lead in convening a "troika" joint meeting, and invite representatives of community residents to participate in discussing the transformation of construction waste dumping points. At the meeting, the representatives of the residents expressed their views and worked out a number of plans. Finally, through several on-site surveys and multi-party consultations by the working group, the renovation plan of the garbage bin room was finally determined

Step 1The original temporary storage point of construction waste in front of Building 35 was removed and covered with cement to prepare for the entry of the construction waste bin room. Step 2Beautify the surrounding environment of the box room, fix the special plant climbing wire on the wall surface to be greened, and the climbing plant grows on the climbing silk, and the construction is simple, taking into account the shading and heat insulation while beautifying the surrounding environment.
As soon as this plan came out, it was unanimously recognized by the residents' representatives, and they expressed their great expectation of the results and hoped to improve the community environment through the implementation of the project.
Mass self-governance and public consultation
In January 2023, the first round of public consultation on the "Building 35 Construction Waste Bin Room Micro Renovation Project Plan" was officially launched.
In order to better encourage the participation of the masses and the autonomy of the masses, the team leader of Building 35 was mainly responsible for this public consultation, with the assistance of some resident representatives, to conduct public opinion consultation on the residents' willingness to renovate and their demands for renovation in Building 35 by means of household surveys. The results showed that only one household objected for personal reasons.
In response to the objections of this household, Liang Yujuan, secretary of the general branch of Xiangqian residential area, Zhao Jifeng, director of the neighborhood committee, Shen Bing, director of the business committee, and the head of the building team and other resident representatives took advantage of the rest time to come to the door many times to understand the reasons and demands of their reluctance to renovate, and put themselves in their shoes to answer questions, which won the trust, understanding and support of the opposing residents. After the public consultation on the transformation plan was passed, the Xiangqian Party General Branch summarized the relevant materials into a written report and submitted it to the higher departments for approval. The working group accompanied the relevant leaders of the town to conduct on-site investigation of the renovation site.
