1. Health protection measures
1) Children, the elderly, and patients with respiratory, cardiovascular and cerebrovascular diseases, and other chronic diseases should stay indoors as much as possible and avoid outdoor activities;The general population reduces outdoor activities.
2) Kindergartens, primary schools, junior high schools and schools with equivalent academic ability will flexibly suspend outdoor classes and activities.
3) The health department supervises and urges medical and health institutions to strengthen medical guidance and diagnosis and treatment guarantees for patients with air pollution-related diseases, guide citizens to seek medical treatment in an orderly manner, and improve the efficiency of medical treatment in the city.
2. Recommended emission reduction measures
1) The public should take public transportation as much as possible to travel and reduce the number of motor vehicles on the roadTurn off the engine in time when parking, and reduce the idle time of the vehicle in place.
2) The public should minimize the use of raw materials and products containing volatile organic compounds, such as paints, paints, and solvents.
3) Transportation, urban investment, rail transit groups and other units to increase the capacity of public transportation to encourage citizens to travel green.
4) Enterprises, public institutions, and various construction sites that emit air pollutants in the production process shall consciously adjust the production period, and may further improve the efficiency of pollution control facilities on the basis of meeting the requirements for emergency emission reduction, adjust the operation time of production processes with air pollutant emissions, and actively reduce the amount of air pollutant emissions.
5) Enterprises and institutions can implement staggered commuting according to the air pollution situation.
3. Mandatory emission reduction measures
1) The public security department shall do a good job in restricting the tail number of motor vehicles on working days in the restricted area;In strict accordance with the "Announcement of the People's of Xi'an on the Traffic Management of Diesel Trucks" (Municipal Notice No. 7, 2023), do a good job in the control of diesel trucks;Do a good job in the city's construction waste, sand and gravel transportation and other high-emission vehicles prohibited work (except for emergency repair vehicles, security engineering transport vehicles);Heavy-duty trucks with diesel fuel are prohibited from driving on the road from 7:00 to 21:00 every day (except for special vehicles, hazardous chemical vehicles and emergency repair and rescue vehicles);Strengthen traffic diversion during "rush hour" hours to reduce vehicle idling time;Cooperate with the ecological environment department to do a good job in the investigation and handling of vehicles with excessive emissions.
2) Housing and construction, urban management, transportation, water affairs and other departments in accordance with their respective responsibilities, supervise the city's construction units in addition to the security and emergency repair and rescue units to stop spraying whitewash, slope protection spraying, building demolition, cutting and grinding, concrete mixing, concrete pouring, earthwork and other gas-related operations (tower cranes or underground construction are not affected), stop using the national and below emission standards of non-road mobile machinery (except for clean energy and emergency repair and rescue non-road mobile machinery);100% coverage of material stacking and other places;Prefabricated and other new building industrialization projects can not stop work in the construction link of non-earthwork operations.
3) Urban management, transportation and other departments in accordance with their respective responsibilities to strengthen road cleaning measures, the adoption of mechanized cleaning, fine cleaning, carpet vacuuming and other modes, on the basis of routine operations on the main road and dust-prone road sections at least 1 time a day to increase cleaning operations;If meteorological and other conditions permit, increase the frequency of washing dust-prone road sections.

6) The housing and urban-rural development department supervises large-scale commercial buildings and municipal projects to stop outdoor spraying operations that produce volatile organic compounds;Two types of enterprises (ready-mixed concrete and mortar enterprises) stopped production (except for leading enterprises).
7) The departments of industry and information technology and ecology and environment shall supervise the factories and industrial parks of industrial enterprises to stop using non-road mobile machinery with emission standards of the state and below (except for clean energy and emergency repair and rescue non-road mobile machinery).
8) All districts (counties) ** Xixian New Area, the management committee of each development zone and the competent department of the industry shall organize the work of banning fireworks and firecrackers in accordance with their duties;Supervise the pollution sources included in the "Xi'an 2023 List of Emergency Emission Reduction Projects for Heavy Polluted Weather", and implement emergency response and emission reduction measures for heavily polluted weather.
