From the analysis of international trends, the global response to climate change has become the focus of attention of the international community. In order to actively respond to the impact of the introduction of the EU's Carbon Border Adjustment Mechanism (CBAM) and better meet the new demand for "green steel and low-carbon steel" put forward by downstream steel manufacturers, the low-carbon transformation of China's steel industry is imperative. From the analysis of national policy guidance, China adheres to the principle of establishing first and then breaking down, systematically promoting low-carbon transformation, and promoting the gradual shift from dual control of energy consumption to dual control of carbon emissions. At present, China's iron and steel industry is still facing a series of severe challenges such as weak carbon management foundation, difficult carbon control, and high carbon reduction costs.
According to Fan Tiejun's analysis, the pace of low-carbon development of China's iron and steel enterprises is also accelerating, and the "5+1" low-carbon transformation path is scientifically formulated and accelerated to implement the action plan. In fact, in recent years, China's steel industry has closely focused on the national "double carbon" goal, researched and formulated low-carbon technology paths, and promoted low-carbon transformation in a solid and orderly manner.
