In his report to the 20th National Congress of the Communist Party of China, the general secretary stressed the need to "improve the system and mechanism of democratic supervision of the CPPCC and the contact of members with the masses in various sectors". The issuance of the "Opinions of the National Committee of the Chinese People's Political Consultative Conference on Improving the System and Mechanism for Members to Contact the Masses in Various Sectors (for Trial Implementation)" is a concrete measure to thoroughly study and Xi implement the important ideas of the General Secretary of the CPPCC on strengthening and improving the work of the CPPCC, and is a practical exploration of the values of the CPPCC for the people, which is of great significance for improving the institutionalization, standardization, and procedural level of the CPPCC work and strengthening the work of CPPCC members in connecting with the masses in various sectors. The work of committee members shall be carried out on the basis of the sector. As a special consultative body, the CPPCC is a patriotic united front organization of the Chinese people, which is organizationally broadly representative and politically inclusive. The representativeness and inclusiveness of the CPPCC are reflected in the organizational structure, that is, the CPPCC sector, and the members should rely on the sector to carry out their work and consciously strengthen the connection with the masses in the sector. First, it is necessary to enhance the awareness of the members. Members play the role of connecting with the masses through the sector, and the first thing is to strengthen the awareness of the sector. CPPCC at all levels should, through publicity and guidance, especially training for new CPPCC members, guide CPPCC members to know the process and organizational procedures for the formation of CPPCC members, realize that they are recommended by the sector, represent the sector to participate in the CPPCC organization, and are the representatives of the masses of the sector in the CPPCC organization, and that the consultation reflects the collective voice of the sector and represents the wishes of the masses of the sector. CPPCC members should go deep among the masses in various sectors, strengthen ties and communication with the masses in various sectors, actively listen to and reflect the aspirations and demands of the masses with whom they are in contact, and truly become their spokesmen and defenders in the course of CPPCC consultations. Second, it is necessary to optimize the structure of committee members. Most of the members elected by the democratic parties and the Federation of Industry and Commerce are concentrated in the education, science and technology, economics, and medical and health sectors, while there are relatively few members of new technologies, new business forms, and new social strata. Due to the similarity of the professions of the committee members, the issues of concern sometimes overlap and overlap, which in turn reduces the social coverage of the proposal and the social situation and public opinion. In order to give full play to the main role of CPPCC members, the structure of CPPCC members should be further optimized and overlapping as much as possible. To this end, it is necessary to broaden the breadth of the composition of the CPPCC members professionally, tap the depth of the composition of the CPPCC members in terms of their specialties, expand the scope of the mass representation of the CPPCC members, and enable people from all social strata to participate in the CPPCC more extensively and give more effective play to the professional expertise of the CPPCC members. The focus of committee members' work must be lowered to the grassroots level. Committee members should do a good job in contacting the masses in various sectors, and better perform their functions of political consultation, democratic supervision, and participation in and discussion of state affairs. In keeping up with the masses in various sectors, CPPCC members must firmly establish the consciousness of the masses, persistently follow the mass line, sink the focus of their work down to the grassroots level, strive to understand what the masses are thinking and doing, and what they can do for the masses, so as to constantly enhance their ability to serve the masses. First, it is necessary to encourage committee members to go deep into the grassroots level to conduct investigations. CPPCC organizations must establish a complete set of systems for CPPCC members to go deep into the grassroots level to conduct investigations and investigations, so that CPPCC members can take the initiative to sink down, not only to "enter" the grassroots units, but also to "heartily" go to the grassroots level, so that they can get mud under their feet and dust on their bodies, and ask the people what they need and what they want. It is necessary to improve the ability of committee members to contact and serve the masses, guide committee members to make friends with the masses sincerely, and accurately achieve "seeing, hearing, and inquiring", so that suggestions and suggestions can be made with a fresh and earthy atmosphere. The work evaluation of committee members stimulates the vitality of performing duties. To strengthen the work of committee members to connect with the masses in various sectors, it is necessary to establish an effective evaluation and incentive mechanism to fully mobilize the initiative of committee members in performing their duties and responsibilities. With regard to the assessment of CPPCC members, most CPPCC committees at all levels have formulated relatively complete assessment and management methods. Under normal circumstances, there are certain quantitative and qualitative requirements for CPPCC members to submit proposals, write social conditions and public opinions, carry out investigation and research, and participate in conference activities. Let CPPCC members realize that the performance of their duties is as important as their own work.
