In this telegram, Comrade Chairman expressed great sorrow over the losses of the Volunteers in the Battle of Changjin Lake. He also expressed his understanding and praise for the harsh conditions of the Ninth Corps of the Volunteers in the battle. He also praised the outstanding performance of the Ninth Corps of the Volunteer Army in the Battle of Changjin Lake, and pointed out that the victory of this battle has very important political significance.
At the end of this telegram, Comrade Chairman specifically pointed out that the Second Army under the Ninth Corps had "fought hard" in this campaign, so it could go to the warmer areas of Hamhung and Wulaoli to rest and recuperate.

However, the 58th and 59th Divisions did not begin their offensive until the morning of the 28th. At that time, the troops of the 27th Army had already started the battle on time, and the 58th and 59th Divisions lost the suddenness of the battle.
