Provincial-level finance has always put the protection of people's health in the strategic position of priority development, and this year the overall plan is 12900 million yuan, actively support the optimization of the allocation of medical resources, promote the improvement of hierarchical diagnosis and treatment, and accelerate the construction of a new pattern of orderly medical treatment and diagnosis and treatment.
Focusing on "solving serious illnesses in our province", we have supported three provincial hospitals, namely the Provincial Children's Hospital, the First Affiliated Hospital of the Medical University and the Provincial Cancer Hospital, to establish a national regional medical center, and carried out a number of new technologies, new projects and new services to effectively fill the gaps in medical technology in the region and our province, and support a number of provincial hospitals to improve the quality and expand the capacity of the hospital, so that the people can enjoy high-level medical services nearby. Promote the construction of 10 provincial-level clinical medical centers and 200 national and provincial-level key clinical specialties, and drive the hospital to continuously improve its diagnosis and treatment capabilities and service levels through the development of specialties. Subsidize a number of major scientific research projects, talents to study abroad, and flexible talent team projects to improve the medical academic level and professional ability of high-level health talents in our province. At present, the proportion of patients seeking medical treatment across provinces and other places in our province remains at a low level of less than 5%.
Focusing on "solving general diseases in cities and counties", we will support 59 county-level general hospitals to focus on the construction of "four centers" for stroke, chest pain, respiration, and trauma, guide the sinking of urban first-class hospital resources, and improve the county's ability to treat acute and critical diseases. Subsidies will be provided for the training of resident doctors, general practitioners and urgently needed personnel, so as to improve the ability to standardize diagnosis and treatment, and provide residents with high-quality medical services. It is planned to allocate 900 million yuan within three years to support the construction of 9 provincial-level regional medical center expansion projects to balance regional high-quality medical resources. At present, the city-level medical alliance and county-level medical community in our province have achieved full coverage, and the service capacity of county-level general hospitals has reached the basic standard by 100%.
Focusing on "solving headache and brain fever in towns and villages", 165 primary medical and health institutions were supported to meet the basic standards of service capacity, and 39 of them met the recommended standards. Through open recruitment, targeted training, and tuition reimbursement for working in mountainous areas, the primary medical and health team will be enriched, and subsidies will be provided for the standardized training of rural doctors and the improvement of rural doctors' academic qualifications, so as to improve the ability level of primary medical personnel. At present, the proportion of primary health technicians in our province is 323%, 2 higher than the national level9 percentage points, township health centers and community health service centers reached 78% of the service capacity, and village-level health services basically achieved full coverage.
