It is worth mentioning that Article 7 of Chapter 2 of the Measures mentions that if there are more than 5 deaths or critical cases, or may cause major emergencies of higher or higher levels, the provincial health administrative department shall report to the National Health Commission within 2 hours of receiving the report.
The requirement of reporting within two hours of major and above-level emergencies is also a summary of the experience of public health emergencies in China in the previous stage, and we may encounter more and more emergencies in the future, not only in the field of public health, but also in various other fields, how to respond to such events as quickly as possible, and the above-mentioned "Measures" give the direction. Jin Chunlin, director of the Shanghai Municipal Health and Health Development Research Center, said that from this point of view, the implementation of the above-mentioned "measures" is not only related to the safety of people's lives, but also has great significance for the people.

The Measures regulate and require the whole process of medical emergency information discovery and reporting, medical emergency response and security, and clarify the work responsibilities of relevant departments and institutions, which are divided into four chapters and 26 articles: the legal basis, working principles, definition and scope of application of the Measures are clarified.
In the previous relevant provisions, the above three points are relatively fragmented and lack of systematization, and the latest "Measures" have comprehensively and clearly summarized and arranged them, providing a legal basis for the follow-up medical information reporting, emergency standardized procedures, and emergency medical security, which is conducive to faster and better guidance and standardization of the national emergency medical emergency work. Jin Chunlin said that the release of the "Measures" also shows that China's attention to medical emergency work has been further enhanced, and the improvement of emergency medical rescue capabilities is related to the safety and health of the people, and more energy will be invested in the future.
