On December 27, Zheng Shajie, director of the National Development and Reform Commission, pointed out in the mid-term assessment report on the implementation of the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" that the implementation of the "Outline" is progressing well, and the progress of the main target indicators proposed is generally in line with expectations.
The Outline proposes that during the "14th Five-Year Plan" period, it is necessary to achieve new achievements in economic development, new steps in reform and opening up, new improvements in social civilization, new progress in the construction of ecological civilization, new levels of people's livelihood and well-being, and new improvements in the efficiency of national governance, and put forward 20 main indicators from five aspects: economic development, innovation-driven, people's livelihood and well-being, green ecology and safety and security.
Overall, the achievement of these goals and indicators has basically met the expected progress requirements, 16 of the main indicators are basically in line with or faster than expected, and 4 are relatively lagging behind. Four indicators were achieved ahead of schedule, namely the urbanization rate of permanent residents, the participation rate of basic pension insurance, the proportion of surface water reaching or better than similar water bodies, and the comprehensive energy production capacity. The five indicators are faster than expected, namely the growth of R&D investment in the whole society, the number of invention patents per 10,000 population, the proportion of added value of core industries in the digital economy in GDP, the number of practicing (assistant) physicians per 1,000 population, and the forest coverage rate.
The seven indicators are basically in line with expectations, namely, GDP growth, labor productivity growth, per capita disposable income growth, surveyed urban unemployment rate, average years of education of the working-age population, average life expectancy, and comprehensive grain production capacity. The four indicators lagged behind expectations, namely the reduction of energy consumption per unit of GDP, the reduction of carbon dioxide emissions per unit of GDP, the proportion of days with good air quality in cities at the prefecture level and above, and the number of infants and young children under the age of 3 per 1,000 population.
