The cooperation between the two sides was facilitated by the technology broker team of Hebei University of Technology Science and Technology Park.
In the process of contacting the enterprise, we found that the enterprise had problems that needed to be solved or needs for technical improvement, and we didn't know who to ask for help. At the same time, if the results of the school's scientific researchers want to be transformed, they can only find their own way. Therefore, building a team of technology brokers is a top priority. Zhang Yulong, director of the Office of the Technology Transfer Center of the Science and Technology Park of Hebei University of Technology, told reporters. To this end, Hebei University of Technology selected more than 10 technology brokers from various colleges, and in 2019, relying on the University Science and Technology Park, a team of technology brokers was established to help the school's scientific research team transfer scientific and technological achievements. Relying on this team of technology brokers, Hebei University of Technology has collected more than 1,800 achievements and contributed to the signing of more than 400 basic contracts in the Beijing-Tianjin-Hebei region in the past few years. At present, the horizontal project funding for the cooperation between schools and enterprises is almost the same as the vertical project funding approved by the ** department.
Guan Xiaotian is a member of the technical broker team of Hebei University of Technology. In the second half of last year, according to the needs of enterprises, technology maturity and other factors, he screened out the relevant patent docking enterprises of Zhang Zhengyan's team from the school's scientific research team, organized many negotiations and exchanges, and facilitated the signing of the contract between the two parties. In the later negotiation process, Guan Xiaotian assisted both parties to clarify their rights and obligations, including the scope, term, cost, confidentiality agreement, dispute resolution method, etc., to ensure a win-win situation for both parties. In the end, 1 invention patent and 2 utility model patents of Zhang Zhengyan's team were transformed in the form of exclusive licenses, with a license amount of 10 million yuan, and the income was rewarded to Zhang Zhengyan's team in the form of horizontal scientific research start-up funds.
This year, Hebei University of Technology also plans to hire some external professionals to expand the team of technology brokers, which is expected to reach 50 by the end of the year. The school has also set up a "scientific and technological achievements supermarket", which will sort out the key scientific research achievements of each college and display them to the outside through the "online platform of scientific and technological achievements supermarket". If an enterprise is interested in a scientific research achievement, the technology broker will carry out the follow-up docking work.
