The revised draft regulations have a total of 6 chapters and 51 articles, focusing on the implementation of the fundamental task of establishing morality and cultivating people, building a diversified school-running pattern, guiding and serving economic and social development, supporting vocational education for everyone, and strengthening the support and guarantee for high-quality vocational development.
The revised draft regulations proposes that at least one secondary vocational school shall be set up within the administrative area of a county (city, district). Qualified secondary vocational schools may cooperate with higher vocational schools at the junior college level to implement vocational education at the junior college level. In terms of education and teaching, encourage and support the two-way flow of enterprise personnel and vocational school teachers, mutual part-time work, and can receive remuneration in accordance with regulations;Units accepting students for Xi shall not charge students any form of Xi fees such as deposits, remuneration commissions, training fees, management fees, etc.;Where students participate in on-the-job Xi training, the vocational school, the Xi unit and the student shall sign a Xi agreement, and the Xi unit shall give the student appropriate labor remuneration. The income obtained from vocational schools and vocational training institutions carrying out school-enterprise cooperation, providing social services, or setting up enterprises and carrying out business activities for the purpose of practical Xi and practical training shall be used to improve the conditions for running schools;A certain percentage of the income can be used to pay teachers, business specialists, external employees and education recipients for their labor.
