Traditionally, the traffic police and the police at the police station were responsible for road traffic safety management and social security prevention and control, respectively, but with urbanization and the rapid increase in the number of motor vehicles, this division of labor has gradually become inefficient and dispersed in resources. By integrating and optimizing the police resources of the grassroots traffic police squadrons and police stations, we will break the traditional barriers of police types and promote the integration and business integration of the two police forces. At least a dozen provinces across the country have explored the integration of exchanges and exchanges at the county and township level, but some localities have been split back again after the merger. This model was closely related to the changes in the social situation at that time, especially in some underdeveloped areas, and the implementation of "exchange integration" became the general trend. The "exchange-integrated" policing model is not a new attempt, as some regions began to explore it as early as 20 years ago. In 2004, Zigui County in Hubei Province, due to its geographical location and road conditions, made it an ideal pilot for this reform. There are only 34 traffic policemen in the locality, and in addition to the police officers of the urban traffic police squadron and the personnel of the internal organs of the traffic police brigade, only nine policemen are responsible for the task of managing more than 2,000 kilometers of roads in 11 rural towns and towns. The Zigui County Public Security Bureau has enriched the three rural traffic police squadrons that were originally scattered into the central police station with a larger traffic management task, so that the police officers at the police station have become "dual policemen" who are responsible for traffic and public order at the same time.
Almost at the same time, Fujian Province's reform of "integration of traffic and patrol" was finally "spun off". As early as 2002, in order to make more effective use of the police resources of the traffic police, patrol police and police stations, Fujian Province overturned the division of labor between departments and police types, merged the institutions, personnel and functions of the traffic police and patrol police, and created the traffic patrol police responsible for traffic management and public security maintenance. However, in 2015, Fujian Province gradually began to implement the "separation of traffic patrol police", which is related to the increase in urban traffic accidents and the improvement of citizens' requirements for smooth roads. After the split, the traffic police brigade was expanded to focus more on traffic management, and the police station no longer took on related functions, ending the police reform that attracted widespread attention in Fujian Province.
By integrating the two types of police resources, the "Stock Exchange Integration" model not only solves the problem of resource dispersion, but also improves the efficiency of the use of police forces. The police and auxiliary police at the police station not only undertake traditional law and order tasks, but also participate in traffic management. This integration not only improves the ability to respond quickly to emergencies such as traffic accidents, but also strengthens the quality of community services. It has indeed played a positive role in solving the problems of insufficient police force at the grassroots level and improving police efficiency. By integrating the police force and functions of the traffic police and the police in the police station, it is possible to deal more effectively with complex traffic management and community policing issues.
At the same time, the implementation of reforms needs to be adapted to local conditions and adjusted according to local conditions. As the example of Fujian Province shows, the reforms are not applicable to all regions. In large cities with more traffic accidents, a professional traffic police force is more necessary. The professional nature of the public security police and the traffic police is different, and some complex traffic accidents or public security incidents need to be handled by professionals. In addition, the success of the reform depends not only on the integration of the police force, but also on the optimization of internal management, training and police data sharing. How to achieve true business integration while maintaining their respective professionalism is the main challenge faced by "Stock Exchange Integration".
The "stock exchange integration" policing model is of great value in solving the shortage of grassroots police force and improving police efficiency. At the same time, however, it should also be recognized that this model needs to be adjusted according to the actual local situation, and the internal management and training system should be continuously optimized during the implementation process to ensure that integration can be effectively implemented and truly improve the quality and efficiency of grassroots policing.
