I want to know more about the scope of mandatory cleaner production enterprises and what standards the scale of enterprises can reach to carry out mandatory cleaner production audits. Such as: 1. What is the scale of enterprises such as plastic packaging, building materials, agricultural and sideline food processing, etc., to carry out mandatory cleaner production audits?2. Should enterprises that produce hazardous waste, such as plastic packaging enterprises, also be included in the mandatory cleaner production audit if the amount of activated carbon and filter cotton is small?Is there a requirement for a mandatory cleaner production audit to be carried out in order to produce more than a quantity?Is it possible not to carry out a small amount of annual production?3. Do smaller industries such as building materials, printing and dyeing, agricultural and sideline food processing, industrial coating, packaging and printing also carry out mandatory cleaner production audits?
Article 27 of the Law of the People's Republic of China on the Promotion of Cleaner Production stipulates that enterprises with one of the following circumstances shall implement mandatory cleaner production audits:
1) The discharge of pollutants exceeds the emission standards provided by the state or locality, or does not exceed the emission standards provided by the state or locality, but exceeds the total discharge control targets of key pollutants;
2) Exceeding the energy consumption limit standard per unit of product constitutes high energy consumption;
3) Using toxic or harmful raw materials for production or discharging toxic or harmful substances in production.
In addition, there are no clear regulations on the scale of enterprises and the amount of hazardous waste generated.
