Not long ago, Modi sent a written circular to Indian states stipulating that Indian companies must obtain permission to do business with "hostile host states" in the future due to "security concerns". Before bidding, companies must go through a series of screening and registration.
Despite the use of the phrase "hostile neighbors" in the circular, it is well known that there are two main types of hostile neighbors that India identifies: Pakistan and China. Considering that Pakistani companies are unlikely to do business in India, we can conclude that Modi has already designated China as an "enemy country". Although Sri Lanka did not cooperate with India this time and maintained a balance between China and India, once Sri Lanka has a compromise in the future, India will seize the opportunity to hype up China's presence in the Indian Ocean.
