On October 31, 2022, 78-year-old Nguyen Phu Trong arrived in Beijing, becoming the first head-of-state delegation to visit China after the 20th National Congress of the Communist Party of China. During this visit, the two sides announced a new positioning of the relations between the two parties and two countries between China and Vietnam - to work together to build a "China-Vietnam community with a shared future of strategic significance".

The "Wisdom" column of China.com interviewed Nie Huihui, head of the Vietnam Program of the Institute of South Asia, Southeast Asia and Oceania of the China Institute of Contemporary International Relations, and explained the details of the interview.

Nie Huihui: On the one hand, it shows that Vietnam attaches great importance to China-Vietnam relations. China is the first country in Vietnam to establish a comprehensive strategic cooperative partnership, which is regarded by Vietnam as a "top priority and strategic choice in diplomacy". All sectors of Vietnamese society are looking forward to the visit and are eager to take the opportunity to inject strong impetus into the development of China-Vietnam relations and promote new breakthroughs in bilateral relations.

On the other hand, this is also a manifestation of the strong friendship between the leaders of the two parties and the two countries. The profound friendship between the leaders of the two parties and the two countries was personally created and carefully cultivated by President Ho Chi Minh City, and has been carried forward by the high-level leaders of the two parties and the two countries as if they were relatives. In particular, he and Nguyen Phu Trong have achieved three rounds of exchange visits, and each time they meet, the two leaders also hold a cordial and warm tea reception in addition to the formal discussion, which demonstrates the deep friendship between the leaders of the two countries.

Nie Huihui: This shows that the Chinese leaders attach great importance to Vietnam. This visit is his third visit to Vietnam as the general secretary of the Communist Party of China, and his fourth visit to Vietnam. China-Vietnam relations go beyond the ordinary sense of bilateral relations, which is reflected in the selfless assistance given to each other by the two parties, the two countries and the two peoples during the period of struggle for national independence and national liberation, in the exchanges, mutual learning and win-win cooperation between the two sides during the period of China's reform and opening up and Vietnam's reform and opening up, and in the mutual assistance of the two countries in the international arena in a new period of turbulence and change in the world.

In recent years, China and Vietnam have continuously improved political mutual trust, increasingly rich security cooperation, closer practical cooperation, and a more solid foundation of public opinion, and China and Vietnam have strengthened strategic communication and continuously promoted the deepening and practical comprehensive strategic cooperation between China and Vietnam, which is also conducive to the development of the cause of socialist modernization of the two countries, and is conducive to jointly safeguarding regional and even world peace, stability and prosperity. How do you understand this new positioning?

Nie Huihui: A strategically significant China-Vietnam community with a shared future means that bilateral relations will be further enhanced, which will help push China-Vietnam relations into a new stage of higher political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, a firmer foundation of public opinion, tighter multilateral coordination and cooperation, and better management and resolution of differences.

This new positioning is a reflection of the two countries' like-mindedness and shared destiny. Both the Chinese and Vietnamese parties and countries are committed to seeking happiness for the people and rejuvenation of the nation, are committed to promoting their own socialist modernization, hold high the banner of multilateralism, and emphasize the need for dialogue, consultation, and peaceful cooperation.

This new orientation is also a new contribution made by China and Vietnam to world peace and development. China and Vietnam are both socialist countries, developing countries, and emerging economies, and closer cooperation between the two countries will boost the economic growth of China, Vietnam and emerging markets in Asia. The long-term stability of China-Vietnam relations is also conducive to regional peace, stability and cooperation.

The building of a community with a shared future of strategic significance between China and Vietnam will also attract more countries to devote themselves to the great cause of building a community with a shared future for Asia and mankind.

Wisdom: What do you think is the inspiration of the China-Vietnam community with a shared future for the construction of a community with a shared future for mankind?

Nie Huihui: First, the leading effect. Vietnam has a population of 100 million, and the recognition of the Asian values of peace, cooperation, inclusiveness and integration, the practice of adhering to win-win cooperation and bringing benefits to the people, and the desire to integrate their own development into the common development of all countries are conducive to strengthening the world identity of the concept of a community with a shared future.

The second is the demonstration effect. China and Vietnam have a high degree of convergence of interests, and both are fast-growing socialist countries. Practical cooperation between China and Vietnam can better benefit China's modernization, provide new development opportunities for Asian countries, including Vietnam, and provide an alternative for developing countries.

In order to build a community with a shared future between China and Vietnam of strategic significance, we put forward four proposals, namely, consolidating the political foundation, strengthening the foundation of cooperation, building a solid foundation of public opinion, and expanding the foundation of consensus. Please analyze the significance of these four propositions.

Nie Huihui: Consolidating the political foundation means that the two countries should maintain strategic communication and strengthen political leadership. High-level strategic guidance is the greatest advantage and fundamental guarantee for the development of China-Vietnam relations. At present, the international situation is profound, complex and volatile, and the high-level communication between the two countries on major bilateral issues and the international and regional situations of common concern is conducive to providing strategic guidance for the stable and healthy development of bilateral relations in the new era.

Strengthening the foundation of cooperation requires the two countries to give full play to their geographical proximity and complementary industrial advantages, share opportunities, seek common development, and jointly expand the interests of the China-Vietnam community with a shared future. China has long been Vietnam's largest partner, and Vietnam is China's fourth largest partner in the world. Strengthening practical cooperation is conducive to better serving the country's development and benefiting the two peoples.

To build a solid foundation of public opinion, it is necessary to further strengthen the friendly exchanges between the people of China and Vietnam, because the foundation of bilateral relations lies in the people, the blood is in the people, and the strength is in the people, and only people-to-people friendship can effectively consolidate the social foundation of the China-Vietnam community with a shared future.

Expanding the basis of consensus means that the two countries properly manage their differences and raise the expectation of stability for a China-Vietnam community with a shared future. China and Vietnam are both littoral countries in the South China Sea and share common interests in maintaining peace and stability in the South China Sea.

"Wisdom" pointed out :* that it is necessary to further deepen the exchange of theoretical and practical experience in socialist construction, jointly resist external risks and challenges, and ensure the steady and far-reaching development of their respective socialist construction undertakings. Can it be understood that the bond between China and Vietnam to "jointly resist external risks and challenges" is a common "socialist cause"?

Nie Huihui: The bond of "jointly resisting external risks and challenges" includes but is not limited to the common "socialist cause". Both countries are socialist countries under the leadership of the Communist Party, and both countries put the maintenance of national political security in the first place, and both have the need to prevent, defuse, and contain all kinds of political security risks.

At the same time, the economic development of the two countries is improving, and the fruits of development have benefited the people, and the people of the two countries also have a strong desire to safeguard the achievements of their own development and consolidate a stable and orderly social environment. Therefore, the foundation of public opinion and the deep integration of economic interests between the two countries are also the link of "jointly resisting external risks and challenges".
