Recently, the Education Bureau of Guangming District of Shenzhen and the Finance Bureau of Guangming District jointly issued the "Measures for the Identification, Support and Management of Inclusive Private Kindergartens in Guangming District". By increasing financial investment, Guangming District has introduced a new policy for inclusive private kindergartens, promoted the coordinated improvement of public kindergartens and private kindergartens, and strived to let every school-age child enjoy fair and quality preschool education.
The "Measures" make it clear that the implementation of hierarchical and classified support for inclusive private parks, the establishment of a differentiated level of per capita funding system, encourage inclusive private parks to upgrade the grade, improve the quality of the park. Among them, the first-level inclusive private park provides an annual subsidy of 6,500 yuan per student, the second-level inclusive private park provides an annual subsidy of 6,000 yuan per student, and the ** inclusive private park provides an annual subsidy of 5,500 yuan per student. The standard of award and subsidy has been raised from 1,333 yuan per student per year to a maximum of 6,500 yuan.
The measures require that inclusive private parks should be used in accordance with the provisions of the use of support funds to ensure the treatment of faculty and staff, improve the conditions for running parks, and carry out teacher training. The proportion of support funds used to ensure the treatment of teachers and staff shall not be less than 60%, and the funds used to improve the conditions of running kindergartens and carry out teacher training shall not be less than 30,000 yuan per class per year.
At the same time, Guangming District has established an evaluation mechanism to evaluate the performance of inclusive private parks in fulfilling their commitments, and the evaluation results are linked to the classification and evaluation grades and subsidy standards. For the inclusive private parks with a high level of operation and excellent performance evaluation results, they will be given preference in the evaluation of excellence.
