Notice of the General Department of the National Energy Administration on the full implementation of the application of electronic licenses for electric power business qualification licenses

In order to implement the requirements for accelerating the expansion of the application field and mutual recognition of electronic licenses, and further improve the level of "Internet + government services", the application of electric power business licenses and electronic licenses for power facility licenses and installation (repair and test) power facilities is now implemented nationwide. The relevant matters are notified as follows.
1. Fully implement electronic licenses.
From December 21, 2023, the electronic license of electric power business license (including power generation, transmission, and power supply) and the installation (repair, test) power facility license (including installation, repair, and test level 1 to 5) will be implemented nationwide (see the attachment for the license style). Electronic licenses and paper licenses are issued synchronously and used in parallel, and have the same legal effect.
2. Standardize application sharing.
1) Regulate the use of electronic licenses. The application, issuance, display, renewal, cancellation, and verification of electronic licenses are all realized through the qualification and credit system of the National Energy Administration. Regulatory agencies issue and review electronic licenses through the system, as well as supervise and manage them throughout the whole life cycleThe public can view the display information of the electronic license and verify the validity of the electronic license through the systemAfter the certificate holder logs in to the system through identity authentication, it can complete the electronic license.
2) Promote the mutual recognition of electronic licenses. Relying on the national integrated government service platform, we will continue to promote the sharing of electronic licenses for power business licenses and power facility permits for installation (repair and testing) among first-class departments, so as to improve the efficiency of certificate verification.
3. Strengthen support and guarantees.
1) Actively do a good job in publicity and promotion. Respond to the concerns of the enterprise masses in a timely manner, timely publicize and report on the effective practices and typical cases of the application of electronic licenses, and guide the formation of a good atmosphere for promoting the wide application of electronic licenses.
2) Strengthen online and offline integration. Adhere to the innovation and integration of traditional services and digital services, and do a good job in the business connection between electronic licenses and physical licenses in the application and management, so as to ensure that data comes from the same source and complements each other's advantages, so as to better serve all kinds of groups.
3) Strengthen application security management. Strictly implement the relevant requirements for information security, strengthen the issuance, storage, use, verification and other links of electronic licenses and the management responsibility of the whole process of electronic seals, and ensure the security of government affairs information and enterprise information.
