Zhang Jianping, deputy director of the Academic Committee of the International Economic Cooperation Research Institute of the Ministry of Commerce, said in an interview with a reporter from the China Economic Times that China is already the world's largest manufacturing center, the largest cargo partner of more than 140 countries in the world, and the world's second largest single consumer market. Zhang Jianping believes that there are many pain points in the integrated development of domestic and foreign trade, such as pricing mechanism, logistics costs, business costs, marketing levels, links, etc., and domestic and foreign trade are different. In addition, the requirements for standard certification vary widely. Moreover, there are tangible and intangible barriers and obstacles in the sales and circulation of products in China's market between different regions. Especially in domestic trade, there are many offline circulation links, and the circulation cost and logistics cost are also higher than those in foreign countries.
At the same time, adapting to the needs of the domestic market and the international market puts forward higher requirements for enterprises, such as product quality control, standard certification to meet market demand, etc., all need to fight on the domestic market and the international market, and the time, cost and energy are considerable. Zhang Jianping said.
Wang Xiaosong believes that the main problem at present is that the development of integrated market entities is relatively lagging behind. In the past, there was a clear division of labor in domestic and foreign trade, and specialization was relatively strong, but this also meant that the transformation was difficult. In order to take into account both domestic and foreign trade, market players need to establish a high-level headquarters to coordinate the common development of domestic and foreign trade.
In fact, the integration of domestic and foreign trade not only means that enterprises can carry out domestic trade, but also means that they can participate in exports. In response to the above pain points, the executive meeting proposed that it is necessary to benchmark against the international advanced level, accelerate the adjustment and improvement of relevant domestic rules, regulations, management, standards, etc., promote the convergence of domestic and foreign trade standards, inspection and certification, and supervision, and promote the same line, same standard and same quality of domestic and foreign trade products. It is necessary to focus on the needs of enterprises and market feedback, optimize policies in a timely manner, effectively break through the key blocking points that hinder the integration of domestic and foreign trade, and help enterprises switch smoothly between domestic and international markets. It is necessary to optimize the environment for the integrated development of domestic and foreign trade, implement relevant fiscal and financial support policies, and jointly promote the high-quality development of domestic and foreign trade.
Promoting the integrated development of domestic and foreign trade essentially requires speeding up the construction of a unified domestic market. Zhang Jianping said that the construction of a unified domestic market involves the improvement and consistency of the transparency of policies and regulations, and the market supervision should be efficient.
