The development and application of emergency robots represent the development trend of emergency management equipment modernization and are an important symbol to measure the modernization of China's emergency management system and capabilities. The "Guiding Opinions" put forward that in the face of the urgent needs of emergency management, to improve the modernization level of emergency management equipment as the main line, with scientific and technological innovation as the driving force, focus on breaking through core technologies, enhance product supply, accelerate the promotion and application, build an emergency robot system, and improve the support level of advanced technology and equipment in the field of emergency management.

The Guiding Opinions deploy four main tasks to accelerate the development of emergency robots. First, it is urgent to strengthen the technical research of emergency robots. Focusing on key areas such as strengthening the robot's ability to resist harsh environments, improving the load function and modularity level of robots, and improving the level of robot control and intelligence, we will increase scientific research efforts and break through a number of basic common technologies. The second is to strengthen the development of emergency robots in key areas. In view of the needs of emergency response capacity improvement in the fields of flood fighting and rescue, forest and grassland fire rescue, geological disaster rescue, urban fire protection, emergency command and communication, and safety production, we have developed robot equipment such as danger reconnaissance, life search, material support, fire fighting, high-risk scene operation, complex scene rescue and rescue, life channel construction, and communication support, so as to realize the autonomy and controllability of high-end equipment, improve the safety of high-risk scene operations, and enhance the unmanned and unmanned major disasters and accidents. Intelligent rescue and rescue capabilities promote the transformation of direct confrontation with man-made disasters to a mode of relying on robots to reduce and replace people. Among them, in terms of emergency command and communication, the focus is on the emergency command and communication support and disaster reconnaissance needs under extreme conditions such as "circuit break, network outage, and power outage", relying on unmanned aerial vehicles (UAVs) to strengthen the development of new emergency communication support platforms, developing autonomous deployment communication base stations based on UAVs, and developing emergency command and communication platforms based on near-space solar UAVs, airships and other aircraft, etc., to improve the ability to build emergency command and communication networks and disaster reconnaissance under extreme conditions, and open up the "last mile" of emergency command and communication. The third is to promote the practical application of emergency robots. Deepen the study of tactical tactics, build pilot demonstration forces, and strengthen the application of equipment. The fourth is to deepen the construction of the development environment for emergency robots.
