According to CCTV news, on December 19, Mr. Jiang Ping, a Chinese jurist, legal educator, former president and tenured professor of China University of Political Science and Law, passed away in Beijing at the age of 94.

As early as October 2014, a reporter from the Anti-Corruption Lookout Office conducted an exclusive interview with Professor Jiang Ping. In the interview, Professor Jiang Ping talked about the problem of corruption, and he bluntly said that it is necessary to accurately grasp the boundary between "violation of discipline" and "violation of law" and deal with it realistically. All of these convey his persistence and dedication to the law, which is inseparable from his past life experience and teaching and research practice.

Born in December 1930, Jiang Ping graduated from the Department of Journalism of Yenching University. In 1951, he was selected by the former Ministry of Higher Education and became one of the first batch of more than 300 public students to study in the former Soviet Union. During his study abroad, Jiang Ping Xi studied law at the Kazan Law School and Moscow University, and the abstract legal texts gradually became three-dimensional and rich in Jiang Ping's mind, which also laid the foundation for his future legal research and education. After returning from studying abroad, Jiang Ping joined the Civil Law Teaching and Research Department of the Beijing University of Political Science and Law at that time, and undertook teaching and scientific research in civil and commercial law.

In 1979, when the Beijing University of Political Science and Law was reopened, Jiang Ping returned to the podium after a long absence, and took the lead in opening courses in Roman law and Western civil and commercial law. The discourse of the market economy, such as the joint-stock system, the company system, and the bill system, was still a novelty in China at that time, and Jiang Ping's refreshing teaching content was warmly welcomed by the students. At that time, more than 400 students were enrolled in the 79th class, and more than 200 people signed up for the new class in Jiangping.

At the same time, with the continuous advancement of reform and opening up, the emergence of a large number of economic activities and the emergence of new forms of business urgently needed the standardization and guarantee of legislation, and the knowledgeable Jiang Ping participated in the drafting of many laws. He participated in the formulation of the General Principles of the Civil Law, the Company Law and the Partnership Enterprise Law, and directly served as the head of the expert drafting team of the Trust Law and the Contract Law, and was one of the leaders of the expert group of the draft of the Property Law and the Civil Code.

However, in public interviews, the law that Jiang Ping is most proud of is the Administrative Procedure Law. In the early days of reform and opening up, the masses' sense of democracy was constantly strengthened, and the novel phenomenon of "people suing officials" began to appear. In 1985, Bao Zhengzhao, a farmer in Cangnan County, Zhejiang Province, sued the county for forced demolition of houses, which was known as the first case of "civil lawsuit".

As the head of the legislative group of the "Administrative Litigation Law," Jiang Ping, after in-depth study, took the lead in proposing to change the substantive law to the procedural law, thus changing the mode of administrative legislation. Thanks to a great deal of work in the early stage, the Administrative Procedure Law was adopted at the Second Session of the Seventh National People's Congress in April 1990 and became an important law for the protection of citizens' rights.

Jiang Ping, who has made achievements in legal research and practice, is widely recognized as a jurist by the outside world, but he claims that "I am not a jurist in the true sense of the word, I am a legal educator." ”

In addition to participating in legislative work, Jiang Ping spends most of his time teaching and educating people, and is praised as "the eternal president" by the students of China University of Political Science and Law. In order to encourage law students to devote themselves to the dream of the rule of law, Jiang Ping set up the Civil and Commercial Law Scholarship in 2000, and took the lead in donating 500,000 yuan from his savings for many years. On his 90th birthday, Jiang Ping donated 5 million yuan to the award.

In his later years, in "Ups and Downs and Declines: Eighty Self-Accounts", Jiang Ping claimed that if he were to choose a new career in the afterlife, he would still have the first goal of becoming a university professor. In the book, Jiang Ping explained his reasons as follows: "Because the college student stage is a period when a person forms his goals when choosing a career and major, and the law major is the most important four years to realize his concept of the rule of law in the world and the rule of law. If I can engage in education at this time, to make their four-year legal education better, whether I am a principal or not, this is the greatest embodiment of my value as a legal practitioner and educator. ”
