Yunnan Net News (Reporter Duan Xiaorui) Recently, the Provincial Development and Reform Commission and the Provincial Energy Bureau formulated and issued a notice on matters related to further improving the new energy feed-in tariff policy, making it clear that from January 1 next year, our province will implement new provisions on the new energy feed-in tariff policy.
The notice clarifies that new energy projects with full capacity connected to the grid from January 1, 2021 to December 31, 2023 will continue to implement the 2023 feed-in tariff mechanism. In the first half of 2024, 65% of the monthly on-grid electricity of full-capacity grid-connected PV projects and 55% of the monthly on-grid electricity of full-capacity grid-connected PV projects in the second half of 2024 will be compensated to the benchmark price of coal-fired power generation in our province on the basis of the average transaction price of the clean energy marketIn the first half of 2024, 50% of the monthly on-grid electricity of full-capacity grid-connected wind power projects, and 45% of the monthly on-grid electricity of full-capacity grid-connected wind power projects in the second half of 2024, will be compensated to the benchmark price of coal-fired power generation in our province on the basis of the average transaction price in the clean energy market.
The notice clarifies that the new compliant new energy projects will participate in the clean energy market with full capacity, and will be traded and settled in accordance with the rules of the clean energy market. The part of the feed-in tariff that exceeds the average market price of clean energy shall be shared by all industrial and commercial users according to the proportion of electricity consumption。
The relevant person in charge of the Provincial Development and Reform Commission said that the introduction of the new regulations, while stabilizing the expectations of the new energy industry, ensuring the safety of power, and promoting the accelerated development of new energy, promote the fair sharing of new energy electricity prices by industrial and commercial users, and in the short and long term, the impact on the cost of electricity for end users is within a reasonable range.
