By understanding the requirements of urban renewal under the strategic objectives of urban development, the special plan implements the territorial spatial pattern, planning and zoning, major infrastructure, etc., puts forward the objectives, scale, zoning, classification, and step-by-step strategies of urban renewal, and carries out unified total control and zoning guidance for the overall and zoning of the industrial structure, renewal scale, and key areas, so as to transmit the strategic intent of urban development downwards and guide the orderly development of urban renewal.
Key issues
It is difficult to study the system, and the update target needs to be accurate. The special plan for urban renewal emphasizes the study of the overall regional system, how to comprehensively and accurately sort out the renewal needs of the demonstration area, and adapt the renewal goals to local conditions

This plan comprehensively sorts out the needs of county renewal and transformation, coordinates in accordance with the definition principle of "plotting and building a library", checks the map spots according to the actual land ownership, historical and cultural resources, roads and rivers and other factors, and determines the objects with transformation potential. This plan connects the seven functional zones divided in the "Gaozhou City Master Plan (2015-2035)", combines the needs of village and town transformation, forms seven transformation groups, puts forward corresponding transformation requirements and functional guidance according to different functional areas, and accelerates the formation of functional groups with their own characteristics and clear division of labor. A dense and orderly development intensity control guideline should be formed, and the development intensity control should follow the principle of "central control and external release" as a whole, and the development intensity control guidelines should be put forward in combination with the actual functional requirements of the area and the approved control indicators.

Clarify the differences between different transformation subjects, and put forward transformation goals by category
Old towns, old factories and old villages have different transformation goals due to different location conditions, use functions and ownership conditions. Among them, the goal of old town renovation focuses on the improvement of human settlements and urban service functionsThe goal of the renovation of old factories is to improve the efficiency of land use and provide new industrial space carriersThe goal of the renovation of the old village is to focus on the improvement of the environment and facilities of the old village.
Clarify the update units and elements, and effectively guide the local update project
Combined with the spatial pattern of urban strategic development and the people-oriented public service framework, and based on the actual situation of Xinyi City, the plan proposes three levels: "three old" transformation zoning, "three old" transformation units and "three old" transformation plots, and constructs a spatial management and control planning system of "transformation zoning, transformation unit, and transformation plot", integrates scattered land plots, regulates land use boundaries, and considers the land use and facilities within its scope from the entire area or project level, as a spatial control unit for the transformation of the "three olds" in a contiguous area. It is helpful to improve the feasibility of the renovation project by putting forward the guidelines for the combination of rigid and elastic combination of land planning and renovation type of the renovation project in the renovation unit, and establishing a "downward" transmission control mechanism.
From the above cases, it can be seen that the special urban renewal plan focuses on solving the problems of accuracy, coordination, rationality and implementation of urban renewal planning. The focus of the special urban renewal plan is to implement the requirements of the overall land and space planning, start from the perspective of secondary development of resources, reasonably formulate the target strategy, update scale, implementation strategy, schedule, etc., and determine the short- and long-term goals and phased key work in combination with the development plan and project characteristics, so as to play a macro-overall role.
