Inefficient and extensive traditional business formats are no longer suitable for the functional positioning of the capital, nor can they inject more momentum into the quality improvement and development of the region. However, the "big city diseases" brought by the large market such as many cars, many people, and dirty and messy environment have seriously plagued local residents, and the number of urban management complaints, public security complaints, and 110 police reports has remained high for a long time.
What to do with the big red door? In the decade from 2014 to 2024, the Dahongmen area in the south of Beijing has undergone a sea change. The "three highs" have long plagued the Dahongmen area.
8 kilometers south of Tiananmen Square, outside Yongding Gate and south of Muxiyuan Bridge, is the current Dahongmen area.
The big red gate has a long history, it was originally the main gate of Nanhaizi in the royal garden, and it was also the only gate for the emperors of the Ming and Qing dynasties to hunt from the Forbidden City to Nanhaizi. Qianlong once had the verse "Ten miles out of the city to the Red Gate".
In the late 70s of the last century, with the reform and opening up, represented by merchants in Wenzhou, Zhejiang, the clothing wholesale industry rose in the Dahongmen area. From Muxiyuan Bridge in the north to the north bank of the Liangshui River in the south, large and small clothing wholesale markets gather here, and gradually develop into the largest clothing and textile distribution center in the northern region.
At that time, there was a saying in Beijing: "There is a moving approval in the north, and there is a big red gate in the south." The moving batch refers to the zoo clothing wholesale market located in Xicheng District, and the big red gate is here.
At 5 o'clock in the morning, the large trucks have been parked in the lanes, the sidewalks are loaded and unloaded, and the tricycles are parked everywhere. Standing on the pedestrian bridge, Chen Yan pointed to the former wholesale market in the distance and described the scene to the Beijing News reporter. According to Chen Yan, less than 1,000 meters south from Muxiyuan Bridge, there are three pedestrian bridges, which were built to solve the best logistics in this area.

Zhujiang Junjing Community, located in the middle of the original Fucheng Building and the original Dahongmen Garment Trade City, was originally a high-end community in this area, but with the passage of time, it has become the community with the most complaints from residents.
Residents reported that many merchants in the surrounding markets stored their goods in the residential areas of the community, and the transportation, inventory, and pick-up of goods were carried out all night, and the community could not be quiet all day.
The surrounding masses have great opinions. Chen Yan said that at that time, the traffic order in the whole region was chaotic and congestion was serious, and the number of urban management complaints, public security complaints, and 110 police reports showed "three highs".
At that time, in the Dahongmen area, the law enforcement force was mainly invested in the rectification of street order, market inspection, rectification of housing to business, housing to warehouse, and the management of boarding houses.
To cure the root cause, it is a big project. Chen Yan didn't know when this day would come. In those days, he and his colleagues could only press this one like whack-a-mole, and then "wait" for the next one to pop up.
Find a "new home" for the relief of merchants
In 2014, the coordinated development of Beijing-Tianjin-Hebei was elevated to a national strategy, and the work of relieving non-capital functions was officially launched. Fengtai District took the lead in "moving", and Chen Yan also had a new identity: full-time deputy director of the Fengtai District Office of the Special Action Office for Rectification and Promotion. The big red door is the focus of the work and is prioritized.
After a period of preparation, in 2015, Fengtai District officially launched the relief work of the clothing wholesale market in Dahongmen area, set up a special team, set up a headquarters, and transferred more than 100 cadres from the whole district to participate in the work.
What the special class should do is to coordinate the division of labor and various resources, and take these more than 100 people to get things done and do it well.
They have clarified two work goals, one is to "vacate the cage" and realize the transfer of the clothing wholesale industry; The second is to "change birds", implant high-end industries, and reshape regional quality.

Regarding the difficulty of relief, Chen Yan has imagined and prepared. On the one hand, it is necessary to face merchants and do the work of "people"; On the other hand, it is also necessary to find a place where the other party is willing to accept and the merchant is willing to go.
For a period of time, Chen Yan ran back and forth between Beijing, Tianjin, and Hebei, Cangzhou and Gu'an in Hebei, and Xiqing ...... TianjinTake the initiative to connect with the local ** and find a suitable foothold for merchants.
After more than 40 years of development, the Dahongmen area is not only a single form of clothing wholesale, nor is it a small-scale self-employed person, it has developed a "one-stop" industrial chain from production and processing to warehousing and logistics to wholesale, and it is extremely difficult to relocate.
This requires not only the enthusiasm and willingness of the local people, but also the ability of the local area to undertake the overall transfer of the industrial chain and be able to connect, and the willingness to provide policy support and benefits to merchants in the early stage to help merchants make a smooth transition and better development.
Once the bank is completed, the benefits are also obvious, and seizing the opportunity of industrial transfer will likely drive the linkage development of the local upstream and downstream industrial chains, solve more jobs, and achieve a virtuous cycle of the economy.
Only then did the goal and value of the coordinated development of Beijing-Tianjin-Hebei be realized. Chen Yan said.
Nowadays, Cangzhou Pearl International Trade City, Gu'an International Trade City, etc. are operating well, and the local government has also taken the initiative to help merchants solve practical difficulties such as children's schooling, site rent reduction, warehousing and logistics land, and commuter highway entrance and exit fees.
To this day, Chen Yan still keeps in touch with some merchants. They told Chen Yan that the operating area of the new store has doubled compared with the past, and the logistics, transportation and shopping mall facilities have also exceeded expectations, and the vast majority of the merchants have already settled in the area.
The garment building was "transformed" into a government affairs center.
Since the start of the dredging in 2014, the Dahongmen area has been renovated while dredging. In 2021, with the closure of the last four wholesale markets of Dahongmen Garment Trade City, Fuhai International Building, New Century Garment Building and Tianya** Building, the Dahongmen area will completely bid farewell to the format of the garment wholesale market.
How to use the space vacated by the 45 wholesale markets in Dahongmen and which new industries to implant to complete the upgrading are major decision-making matters of the Fengtai District Party Committee and the first district of Fengtai, and it is also the next exam question faced by Chen Yan and his colleagues.
Chen Yan said that these buildings have witnessed the development of the Dahongmen area and are the historical memory of the city. They chose to make full use of the original building, not to carry out large-scale demolition and construction, but to change its function, introduce new industries, and achieve industrial upgrading.
These former clothing mansions finally succeeded in "changing cages for birds" and transformed gorgeously.
Chen Yan was not at the scene on the day when the Fengtai District Government Affairs Service Center officially opened to the public, but he always remembered that in April 2021, spring in Beijing was coming to an end, the grass and trees were green, and the weather was about to get hot.

This is the first project in the Dahongmen area to use the space to promote the transformation of the overall function, which is of special significance to Fengtai District.
Today, the Fengtai District Government Affairs Service Center has gathered 47 departments in Fengtai District, and more than 1,700 government affairs can be handled "with one door", with a daily flow of about 7,000 people. In addition to common matters such as industry and commerce, taxation, and social security, marriage registration and marriage inspection can also be carried out. In the 24-hour self-service hall, citizens who have renewed their driver's licenses can take a self-examination through the machine and take away the physical examination report on the spot.
Since then, the Dahongmen Branch of Fengtai District Library, the Fengtai District Party and Mass Service Center, and the Fengtai District New Era Civilization Practice Center have settled in successively, and have become new cultural landmarks in the Dahongmen area.

Turn this into a new business district in the capital.
The Dahongmen area will be built into a new business district of the capital in the future. Chen Yan pointed to the area between the South Third and South Fourth Ring Roads on the planning map from Muxiyuan Bridge to Dahongmen Bridge, describing the future of the capital's new business district. Coming to the field familiar with *** cadres, Chen Yan looks confident and determined.
Several iconic projects have attracted a lot of attention, and they are also the ones that Chen Yan usually asks about the most.
Among them, the South Central Axis International Cultural Science and Technology Park is the first industrial carrier in the Dahongmen area to realize the renovation and transformation, which was fully opened at the end of last year, and 150 enterprises have settled in.
This was originally the Dahongmen Garment Trade City, and now looking at this building, the bronze grille and the modern glass curtain wall make it impossible to see the appearance of the clothing market at all. "The old look has been renewed, and it has become more capital-like and international-oriented. Chen Yan said.
In addition, the Ballet's business expansion project, figuratively known as the "Ballet Wings", is expected to be put into use in 2025, which is the first major national cultural facility to be settled in the Dahongmen area. The National Museum of Natural History and the Capital Planning Exhibition Hall are also located here, which will create the Dahongmen Museum Group.
To the south, Jiujingzhuang Park, located in the south of Dahongmen Bridge and on the east side of Nanyuan Road, was transformed from the Zhengtianxing Fur R&D Center. There are a total of 8 new parks such as Kujingzhuang Park that have been added by restoring greenery through dredging.
Chen Yan said that in the future, these parks will be integrated with the Nanyuan Forest Wetland Park to jointly build a structural ecological green lung in the south of the capital and reproduce the historical style of the southern autumn breeze.
Looking back on the past decade, Chen Yan is not the protagonist in the story of the coordinated development of Beijing-Tianjin-Hebei. He said that he only participated in and witnessed that this was not something that could be done by one person or a group of people, but by cadres in the whole region who worked together one after another.
