According to public information, Hou Shaoze was born in November 1969, a native of Wendeng, Shandong, and has a doctoral degree. He joined the Communist Party of China in November 1990 and began working in August 1997.

After receiving his Ph.D. in Economics from the Department of World Economy at Fudan University in 1997, Hou Shaoze started his career in the International Department of the People's Bank of China. In August 2000, Hou Shaoze embarked on a political career and served as the assistant to the mayor of Weihai City, Shandong Province, and later served as the deputy mayor of Weihai City.

In November 2006, Hou Shaoze returned to CDB as Deputy Director General of the International Finance Bureau and Director of the Office of International Cooperation. Later, Hou Shaoze went to China Development Bank ** as vice president and president, and resigned in January 2016.

In September 2022, the **Commission for Discipline Inspection and the State Supervision Commission** showed that Hou Shaoze, the former president of CDB**, was suspected of serious violations of discipline and law, and was subject to the disciplinary review of the Discipline Inspection and Supervision Group of the **Commission for Discipline Inspection and the State Supervision Commission in China Development Bank and the supervision and investigation of the Binzhou Municipal Supervision Commission of Shandong Province.

It is reported that CDB is a company directly controlled by China Development Bank, which is held by China Development Bank, China General Nuclear Power Capital Holding and Hubei Provincial Transportation Investment Group, of which China Development Bank holds 80% of the shares.
