One small reform in five years and a major reform in 10 years is the basic law of China's institutional reform. In each round of reform, some old units will be merged, and individual new units will be reorganized or created. There will be different views on the withdrawal and integration of units, but combined with the analysis of the actual work and the current situation, I privately believe that there are four units that should be merged the most.
Sports and education, cultural tourism have a certain relationship, for this reason it is suggested that the sports department and education, cultural tourism merged, under the control of culture, propaganda and management. At present, the national level still retains the independent setting of the General Administration of Sports, and the provincial level retains some of the separate settings, and some have been merged with the Department of Culture and Tourism; At the municipal level, many sports departments have merged with education to establish education and sports bureaus, or merged with culture, radio and tourism to establish culture, sports and tourism bureaus, and a few have set up sports bureaus independently. At the county and district level, the sports functions were merged into the Culture, Radio, Television and Tourism Bureau, that is, the Culture, Radio, Sports and Tourism Bureau, and a small part was merged into the Education Bureau. With the advancement of this round of institutional reform, it is expected that more provincial, municipal and county sports departments will be withdrawn and merged, and it is not known whether there will be a possibility of grassroots sports departments in the future.

The responsibilities of the development research center are similar to the political research office of the party committee, as the main value of the two departments of party and government decision-making is to serve the party committee and the party committee, to provide a reference basis for leadership decision-making, from the purpose of the establishment of the institution, responsibilities and values, there is a basis for merger, such as the establishment of a large party and government development research center, unified service to the party and government organs, not only to avoid the duplication of the institution, but also to better and faster unify the thinking, to complete the tasks assigned by the party committee, to a certain extent, understand is the best of both worlds.
The working committee of the directly subordinate organs belongs to the party committee department, which is mainly responsible for the management of the party organization of the directly subordinate organs, and belongs to the large organizational system. From a management point of view, the working committees of directly subordinate organs can be completely merged into the organization department. On the one hand, many of the secretaries of the working committees of directly subordinate organs are concurrently served by the head of the organization department (most of the rest are the secretary general of the party committee), on the other hand, the work tasks of the working committees of directly subordinate organs are basically set up with the annual work tasks of the organization department as the center, and the responsibilities are relatively detailed.
The main responsibilities of the Civil Air Defense Office are civil air defense management, civil defense drills and education, and undertaking work related to national defense mobilization. As a leading department, the Civil Air Defense Office, as a local work department of the liaison force, focuses on peacetime management, and has a low sense of existence compared with other economic departments, and many responsibilities overlap and overlap with the Development and Reform Office and the State Mobilization Office. However, since last year, the civil air defense offices in various localities have been merged with the State Mobilization Office, and the National Defense Mobilization Office has been reorganized, and the director is generally the deputy director of the same level to coordinate the civil air defense and national mobilization work, and the civil air defense office has gradually withdrawn from the stage of history.
