Recently, the General Office of the Ministry of Education and the General Office of the Ministry of Finance issued the Notice on Carrying out the Performance Evaluation of the High-level Vocational Schools and Majors Construction Plan with Chinese Characteristics (2019-2023) to start the performance evaluation of the High-level Vocational Schools and Majors Construction Plan with Chinese Characteristics (hereinafter referred to as the "Double High Plan").
Evaluate the object
The evaluation object was announced by the Ministry of Education and the Ministry of Finance in 2019197 "double-high plan" construction units.
Evaluate the content
1. The completion of construction performance, and the achievement of performance goals and construction tasks of schools and professional groups are assessed;
Second, it is the guarantee and use of funds, and the compliance of the implementation rate of construction funds, budget implementation rate and use of funds is assessed;
Third, it is the level of project construction, and the construction level of schools and professional groups is assessed.

"Double High Plan" construction performance evaluation standards
According to the performance evaluation score of the construction unit,The evaluation conclusions were divided into four categories: "excellent", "good", "medium" and "poor".The conclusion is that the rectification of the "medium" and "poor" deadlines, and the construction unit that concludes that the "poor" shall not enter the second round of the "double-high plan" selection.
Before May 15, 2024, the two ministries will set up an expert group to review the project audit report and provincial evaluation of the construction unit, score the construction unit with reference to the "Double High Plan" Construction Performance Evaluation Standards, and form evaluation conclusions and recommendations. After the evaluation conclusions are confirmed by the two departments, they will be publicized and published on the **portal** of the Ministry of Education.
