The project is a set of water transportation, water conservancy, highway three comprehensive professional as one of the avionics hub project, is Zhejiang in response to the national strategy and combined with the implementation of the local actual situation of an important infrastructure, is listed as the national "14th Five-Year Plan" modern comprehensive transportation system development plan, but also China Railway Construction in the construction of the single investment of the largest, the largest variety of water conservancy and hydropower comprehensive hub project. The project starts from Huibu, Changshan County, Quzhou City, and ends near Guanzhuang Village, with a total length of about 51 kilometers. Among them, about 33 are built according to the standard of Class III waterways4 kilometers, 4 bridges were rebuilt, 4 new shipping hubs and 1 service area and 4 anchorages were built. 4 cascade power stations with a capacity of 180 megawatts, with an annual power generation of 59.37 million kWh.

In order to solve the existing climate impact in winter, the project adopts measures such as hot water mixing and heating aggregate to increase the temperature of concrete raw materials, and wraps the tank body of the concrete mixer tanker with special insulation canvas to ensure that the temperature reduction rate of concrete during transportation does not exceed 5 h. Before the concrete is put into the mold, they measure the temperature, slump, gas content and water leakage rate of the concrete to ensure that the temperature of the concrete mixture into the mold is not less than 5. At the same time, they used layered continuous pouring to shorten the segmented length of each layer of pouring as much as possible, reduce the heat dissipation surface of the concrete, and ensure that the large-volume concrete in the first warehouse of the diversion wall of the Zhaoxian hub flood gate was poured and formed at one time.
