March has arrived, and a large number of new regulations have begun to escort daily life. Among them, a new regulation on takeaway has received unanimous praise.
According to the "Zhejiang Provincial E-commerce Regulations" implemented on March 1, in Zhejiang Province, all takeaways must be sealed, and if it is found that the seal is not used to seal the food delivered during the inspection, it shall be ordered to rectify within a time limit, and if it is not changed within the time limit, it will be investigated and dealt with according to law.
On the same day, the Hangzhou Municipal Market Supervision Department issued the first batch of 4 notices ordered to rectify because the takeaway merchants did not use seals and did not install sunshine kitchen monitoring. The notice clearly states that if the rectification is not made within one week, a fine will be imposed.
On social platforms, the one-sided applause of netizens is enough to prove that the takeaway seal is called by the people. When takeaway becomes an indispensable part of food life, its hygiene and safety are increasingly valued, and even surpass convenience, becoming a key criterion in the five-star praise system.
The food safety of takeaway involves multiple links and processes, from the ingredients at the source, to the production of merchants, to the "last mile" delivery, and the neglect of any detail may lead to potential safety hazards. In the past laws and regulations, more supervision was on the source and production and processing, which are indeed "high-risk areas" for food safety issues.
Compared with before packing, the distribution link is often more likely to become a "fish that slips through the net" in the regulatory process, and it needs to rely on the platform's complaint mechanism to restrain it. But whether it is a case seen in the newspapers or a complaint in the takeaway comment area, whether it is intentional or unintentional, due to the food problems caused by the delivery process, consumers often have to suffer. Under the unclear distribution of rights and responsibilities, all parties blame each other and refuse to take responsibility for this, making it even more difficult to defend rights.
Affixing a seal to the takeaway is the last "lock" of the whole process to ensure the safety of the "last mile". As a precautionary measure, riders have the right to refuse delivery and consumers have the right to refuse to receive takeaways without seals. At the same time, it is also convenient to pursue responsibility after the accident, the merchant falls into the "lock", the rider escorts, each has its own responsibility, and whose problem is clear at a glance.
A takeaway, the amount is not large, but it connects the three parties of the merchant, the takeaway rider and the consumer, which is a visible transaction and an invisible morality. The small seal may seem inconspicuous, but it reflects the conscience of the business, which can make the rider feel at ease and the consumer feel at ease. The risk on the tip of the tongue, after the inspection of this seal, although it cannot be completely eliminated, is enough to greatly reduce it.
Zhejiang has built stones from other mountains, and the call for one-click replication to the whole country is increasing. But there are still some details that cannot be overlooked until they are fully adopted.
For merchants, it is necessary to consider not only the cost of sealing their own investment, but also the cost of improving the awareness of service personnel; Secondly, the production standard of the seal is also the key, if it is easy to be damaged and broken at the first touch, it will be a big burden for the delivery staff; If it is too difficult to disassemble, consumers will have to put extra effort into it. The size, stickiness, slogans, and inputs, unified production or separate production, and the "lock" of takeaway seals also need a more comprehensive "quality inspection".
Takeaway is not a flood beast, but unsafe takeaway is. The small seal not only guards the safety of a porridge and a meal, but also the sustainable development of the whole takeaway industry.
